- Description
- The New England District is acquiring under the Brooks Act up to six (6) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to provide Hazardous Toxic Radiologic Waste Architect-Engineer Services. Projects could involve all phases of work under the RCRA/CERCLA programs (investigation through Remedial Design, and Construction phase services). Work will primarily be performed within the boundaries of the New England and New York Districts, but work may also be required at other locations within the boundaries of the North Atlantic Division and assigned mission areas. The plan is to award contracts to both Unrestricted and Small Businesses (see separate solicitation notice for the Unrestricted). Up to six (6) Indefinite Delivery/Indefinite Quantity Contracts (ID/IQs) will be negotiated and awarded with a five-year ordering period to small business. Work will be issued by negotiated performance-based and firm-fixed-price task orders. The amount of two of the contracts, which are set aside for small businesses only, will not exceed $5,000,000 each. There will be up to four (4) remaining contracts, each of which will not exceed $2,500,000 each. These are set aside for a pool of socioeconomic small businesses that will include Service-Disabled Veteran-Owned small business/firm (SDVOSB), Economically Disadvantaged Women-Owned small business/firm (EDWOSB), and/or 8(a) small business/firm. Small businesses for this contract action are defined under the North American Industry Classification Code (NAICS) of 541330, which specifies that the firms have no more than $15,000,000 in average annual receipts over the past three fiscal years. The minimum guarantee amount over the life of the contracts is $20,000 for each of the two $5,000,000 contracts and $10,000 for each of the $2,500,000 contracts. Contract awards are expected in summer 2015. This is not a request for proposals (RFP) at this time, the combined synopsis/solicitation with specific submission requirements and contract documents to include instructions for submission and the response date will be available on or about April 6, 2014. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a proposal which shall be considered by the New England District.
