Description
1. Contracting Agency: Department of Defense Education Activity (DoDEA), 4800 Mark Center Drive, Alexandria, Virginia 22350. 2. Authority Cited: This document constitutes justification and approval of other than full and open competition for the acquisition described herein, under the authority of the Multiple-Award Schedule Program and in accordance with 8.405-6 (a)(1)(i)(C). It is executed on behalf of the Department of Defense Education Activity (DoDEA), Headquarters (Alexandria, VA), Procurement Division. 3. Description of the Supplies or Services required: DoDEA requires analyses of five of its remaining business units (Information Technology (IT), Communications, Procurement, Resource Management (RM) and Logistics (LOG)). Four of the five units will be reviewed at the Division level to include the IT, Procurement, RM and Communications Divisions. LOG will be reviewed at the Branch level which includes three separate Business Units (Services, Finance & Administrative, and Facilities). 4. Description of the Action: DoDEA proposes to modify task order HE1254-14-F-0004, DoDEA's strategic rebalancing effort that focuses upon above school level organizational structure, by means of other than full and open competition to add the analysis of five business units. 5. Reason for Authority Cited: Under task order HE1254-14-F-0004, BAH is to deliver a Business Case Analysis (BCA) for DoDEA's Rebalancing Initiative that meets Cost Assessment & Program Evaluation (CAPE) specifications. However, accomplishing this will not be successful if DoDEA is unable to have a comprehensive analysis of all of its Business Units. At the onset of HE1254-14-F-0004, DoDEA experienced a change in directorship which resulted in a change in its rebalancing approach. Part of this change in approach increased the number of business units requiring analysis from 25 to 30. BAH has completed the analyses of 25 Business Units with 5 remaining. The analysis of the Education Directorate has required a much deeper level of review than originally anticipated prior to award. Due to these changes, the entire process will take longer than originally expected. In order to finalize the last deliverable (BCA) and provide DoDEA with a comprehensive BCA that can defend and meets CAPE standards, it is absolutely necessary that the remaining analyses of the 5 Business Units be completed. BAH has in-depth knowledge of DoDEA's rebalancing approach and is abreast with what data will be required to complete a thorough and prompt review of the remaining five Business units. Therefore, it is expected that by having BAH perform the remaining services DoDEA can alleviate greater delays and the possibility of inconsistences within the BCA. Use of another contractor would prove cost prohibitive because it would necessarily require duplicate effort and additional time for familiarization with the rebalancing approach and the completed analyses. 6. Effort to Obtain Competition /Action to Increase Competition: Follow on efforts will be competed as full and open competition among Federal Supply Schedule vendors. 7. Market Research: Market research was not conducted because BAH is the only known capable source with in-depth knowledge of required services that can provide uninterrupted support during the requested timeframe without causing additional burden on the government. They are fully staffed and in place to support this mission. Attempting to transition to a new vendor during this short time period would not be feasible or cost effective. Booz Allen Hamilton has been successfully providing this type of service to DoDEA. 8. Interested Sources: Booz Allen Hamilton is an interested source. In consideration of the work performed on the task order it is deemed more economical and efficient for DoDEA to modify the task order to BAH for the reasons as stated above. This modification represents the best value to the Government consistent with 8.404(d). FSC/SVC is R499, NAICS Code is 541611, and Size standard is $14 Million. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
