- This is a pre-solicitation notice for commercial services. It is intended to award a Firm Fixed Priced (FFP) contract to Phoenix Integration. The Naval Surface Warfare Center, Carderock Division (NSWCCD) has established a requirement for the use of software with capability for design space exploration and optimization for ongoing tasks in the High Speed Multi-hull Vessel Optimization (HSMVO) Program. The Government intends to negotiate a non-competitive procurement with Phoenix Integration, Inc., 1715 Pratt Drive Suite 2000 Blacksburg, VA 24060. The contractor, Phoenix Integration will provide software maintenance for use of a design space exploration tool to create models for early stage ship design with the ModelCenter. Award of a firm-fixed price purchase order is anticipated under the Simplified Acquisition Procedures. This notice of intent is not a request for competitive quotes however all responsible sources submitting quotes within 15 days after date of publication of this synopsis shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered soley for the purpose if determining whether to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) database to be considered for award.
