- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ). Proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-79 are incorporated into this RFQ. This solicitation is not issued as a small business set-aside. All responsible firms may submit a quotation for consideration. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Quoters are advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, should be submitted with its quote. Contract clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Applicable FAR clauses will be incorporated at time of award. OBJECTIVE: The National Science Foundation (NSF) intends to procure meeting space, sleeping rooms, food, refreshments, and audio visual equipment at a high-quality facility for the 3-day NSF Research Traineeship Panel Meeting, being held June 23 - 25, 2015. The meeting space will be required all day Tuesday, June 23, 2015 - Thursday June 25, 2015. The facility must be located in Crystal City, Virginia. MEETING SPACE REQUIREMENT: The facility must provide the following spaces: One (1) large general session meeting room is required for June 23, 2015. General session must accommodate up to 160 attendees when configured for a theater seating. This large session meeting room must be available at 7:00 a.m. - 10:00 a.m. Tuesday June 23, 2015. Thirteen (13) break-out panel meeting rooms are required from 7 a.m., June 23, 2015 - 3:00 p.m., June 25, 2015. Each panel meeting room must accommodate up to 20 participants/w 20 laptops when configured for a boardroom set-up. All of the required meeting space is to only be utilized by NSF for the duration of the panel meeting. SLEEPING ROOMS REQUIREMENT: The facility must provide up to 150 single, private rooms with private baths. Check in date for the 150 panel members is Monday, June 22, 2015, all members will checkout on June 25, 2015. All rooms must be offered at the government per diem rate or less. Wireless internet access is required in sleeping rooms. Meeting participants will be responsible for making their own reservations and paying for their own sleeping rooms. NSF is not responsible for the payment or cancellation of these rooms. AUDIO VISUAL REQUIREMENT: General session room requirements: one (1) overhead projection screen; one (1) LCD projector configured for use with an NSF-provided laptop; one (1) podium with one (1) podium microphone and one (1) wireless microphone; one (1) portable, hand-held, wireless microphones; and, wireless internet connection. All applicable fees must be included. Break-out room requirements: Wireless internet connection needed for all meeting attendees each day; one (1) flip chart with pad required in each room. All applicable fees must be included. NSF will be utilizing an outside contractor to deliver and set-up laptops. The hotel will ensure that all materials, services, products and electronic information and technology provided under this contract are in compliance with Section 508 of the Rehabilitation Act of 1973. All applicable fees must be included. FOOD REQUIREMENT: Morning and afternoon light refreshments are needed for 150 participants on June 23 & June 24. Morning light refreshments are needed for 150 participants on June 25, 2015. The cost of the AM/PM break combined cannot exceed $25 per person, per day, inclusive of ALL fees. NOTE: Pursuant to the National Science Foundation Authorization Act of 1988, NSF may use appropriated funding for special activities which includes meals and beverages SUBMISSION OF QUOTES: Please email your quotes to jgosey@nsf.gov no later than April 9, 2015 at 12:00 pm, EST Quote must include a cost breakdown to include the total cost of the requirement. BASIS OF AWARD: Award will be made to the lowest priced, technically acceptable offer. NOTE: NSF reserves the right to verify the offerings of any offeror through an onsite inspection of the property.
