COMBINED PRESOLICITATION SYNOPSIS / SOURCES SOUGHT SYNOPSIS: FP-360 Polyurethane Topcoat Notice Type: Combined Presolicitation Synopsis / Sources Sought Synopsis NOTICE: This is not a solicitation but rather a Combined Presolicitation Synopsis / Sources Sought Synopsis to announce the intent to solicit and also determine potential sources for information and planning purposes only. The Government shall not reimburse the costs of preparing responses to this request for information. The purpose of this combined Presolicitation Synopsis / Sources Sought Synopsis is to announce the intent to solicit and also conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325510 which has a corresponding Size Standard of 500. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Ogden Air Logistics Center Contracting Directorate is conducting market research to identify qualified contractors to provide an advanced spectrally filled polyurethane topcoat for the F-16. The product that Lockheed Martin and the F-16 System Program Office (SPO) have approved for use is FP-360 manufactured by CAAP Company. Please reference Technical Requirements Document (TRD) dated 18 March 2015 for polyurethane topcoat requirements. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information may be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business; (2) Small business status under NAICS 325510 and any further designations such as 8A, Service Disabled Veteran Owned, etc., (3) any suggested NAICS code alternatives with rationale ; (4) a list of your most recent and relevant (similar) DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (4) any other relevant information about your company and why you think you can perform this service. Please advise if the requirement is considered a commercial or commercial-type service. A commercial service is defined in FAR 2.101. Additionally, please address if the requirement cannot be firm fixed priced, and provide supporting rationale to address what contract pricing type is appropriate for this type service. AFFARS 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation for service or supplies. The solicitation for this requirement will be posted under the same reference number as stated above. It is the contractor's responsibility to monitor FedBizOpps on a regular basis for the solicitation along with any amendments. The United States Air Force anticipates the purchase of a FP-360 Polyurethane Topcoat Contract and intends to award a Firm Fixed Price (FFP), non-commercial Five Year Indefinite Delivery Indefinite Quantity contract. The Solicitation Package is estimated to be provided in June 2015 and Request For Proposals (RFPs) will close approximately July 2015. It is important that Offerors acquire the required Lockheed Martin certifications prior to the RFP closing date. Information on obtaining these certifications can be found in the attached Technical Requirements Document (TRD), dated 18 March 2015. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package, for downloading their own copy of the solicitation package and for downloading their own copy of each associative amendment, if any.
