Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Tekscan, Inc., 451 D Street, 4th Floor, Boston, MA 02210-1901. Tekscan, Inc. Furnish all necessary labor, equipment, tools, materials, parts, repair services, maintenance, telephone technical/applications assistance, software updates and software upgrades for an HR Walkway T2 Versatek System (High-resolution Walkway Pressure Mapping System). The place of performance is New York Harbor Healthcare System, Manhattan Campus,423 E 23rd Street,New York, NY, 10462 and Brooklyn Campus, 800 Poly Place, Brooklyn, NY 11209. This action will result in a Firm-Fixed Price contract. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT 1 April 2015 at 8:AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement VA243-15-Q-0679 Notice of Intent. If after April 1, 2015, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Tekscan, Inc.. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. For purchase of a high-resolution Walkway Pressure Mapping System for a research funded study entitled "Step Up to Avert Amputation in Diabetes". Specifications, Purpose, and Objectives Hardware: The walkway pressure mapping system needs an ultra low measurement platform (0.57 cm) with a resolution of 4 sensels/cm2, an active sensing area of at least 975.4 mm x 368.8 mm, contain a total of at least 16,700 sensing elements, a scanning speed of 185 frames/second, and pressure ranges of 40, 75, or 125 psi. Software: The system must have the capabilities to display 2-D and 3-D real-time and recorded data, automatic calculation of gait parameters and display in tables, show key values for an entire gait cycle, provide individual data for each foot and differences between the feet, provide a symmetry score (or index) between left and right sides (in %), provide comparative of differences between left and right sides, display pressure and force curves over time, apply foot to calculate temporal parameters, automatically detect stance, show average pressure profile display for selected multiple foot strikes, provide side-by-side comparisons of pre- and post-treatment conditions, offer frame by frame, single, and multi-stance phase displays, isolate and analyze specific areas of plantar foot, import and export client movie files, and display Center of Force and its trajectory. Data analysis capabilities: The system must offer: automated foot segmentation to calculate temporal parameters (such as heel contact and propulsion time), automatic generation of strike boxes to identify areas of foot contact, force versus time curves, pressure versus time curves, peak pressure versus time curves, plantar pressure profiles (peak and average, 2D and 3D), Force-Time Integrals (Impulse Integrals), automatic stance detection, peak stance pressures, center of force (CoF) and center of force trajectory
