Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate on a Sole Source basis with Rolls-Royce Naval Marine. It is the intent of the Government to have one right-hand rotation and one left-hand rotation controllable pitch propeller hub assembly disassembled, inspected and evaluated at the Rolls Royce Naval Marine facility in Walpole, Massachusetts. The contractor shall furnish all labor, services, materials and equipment to receive, uncrate, disassemble, clean, inspect and evaluate the left-hand and right-hand propeller hub assemblies. Upon completion, the contractor will provide a Condition Report to Contracting Officer's Representative (COR) detailing the condition of all internal components and recommendations for repair to return both hubs to proper operating condition as per Rolls-Royce Naval Marine requirements. Rolls-Royce Naval Marine designed the controllable pitch propulsion system on the Dredge McFarland. All of the drawings that will be used in the inspection and future repair of the propeller hubs are proprietary to Rolls-Royce Naval Marine Corporation and cannot be disclosed to a third party. The only drawings that are maintained by the Philadelphia District are assembly drawings which do not have the critical dimensions, tolerances, material data and testing requirements that are necessary to inspect and evaluate the various components of the hubs. All work under the contract shall be completed within 180 days after receipt of the hubs. This notice of intent is provided in accordance with FAR 5.201(a). This notice is NOT a Request for Competitive Proposals. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within three (3) days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS Code is 336611 with a Size Standard of 1000 employees.
