- CONTRACTING OFFICE: 4301 Pacific Highway, Bldg OT4, Code 02.1.3, San Diego, CA 92110-3127 POINT OF CONTACT: Jeff McCoy, Contracting Officer; Jordan Ketelsen, Contract Specialist CLASSIFICATION CODE: 58 TITLE: UHF Follow-On (UFO) Technical Analysis Support Contract The Space and Naval Warfare Systems Command (SPAWAR) intends to negotiate a follow on sole-source contract with Boeing Satellite Systems (BSS), 2260 Imperial Highway, El Segundo, CA 90245, to acquire engineering, technical, and related support to maintain and extend the life span of the Ultra High Frequency Follow-On (UFO) Military Satellite Communications (MILSATCOM) constellation. This action is necessary in order to meet operational requirements and provide technical feedback and analysis concerning best practices for maintaining the health of the existing UFO constellation. The UFO Program was first introduced in 1987 and used the body-stabilized Boeing 601 class satellite. As the Original Equipment Manufacturer (OEM), Boeing is the only known responsible source with the unique corporate knowledge and complete historical database on the 601 class satellite. Because all Boeing 601 spacecraft use the same basic bus design, the Navy is able to realize efficiencies gained by the collection of data on all eighty-one (81) 601 satellites in various configurations. A five-year firm fixed price contract, with one (1) base year and four (4) option years with an estimated award date of December 01, 2015. The Government is not soliciting proposals in response to this synopsis. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in its continued review of the sole-source nature of the requirement.
