Description
Provides a description of the items that will be evaluated in the solicitation. Estimated usage and pricing matrix. This data is for informational purposes and will not replace any information requested in the solicitation. The USPS has a need to rent and lease vehicles for Postal Vehicle Service (PVS) Operations to support Transportation Networks. In addition there is a need for extended roof type cargo vans that are primarily used to support mail delivery operations. Vehicle rentals are used for period of a day, a week or month up to 11 months. Vehicles are leased for periods of one (1), two (2) or (3) years. Leased vehicles will be "closed end" leases. The types of vehicles required under the proposed contract are Sprinter/Dodge Promaster/Ford Transit or similar Cargo Vans with extended roofs/bodies (primarily used for Delivery Operations), 12' - 16' City Vans, 26' Cargo Vans (non- CDL), 26' Cargo Vans (CDL), single and tandem axle Tractors. Estimated spend is currently about $1 million per month. To service the current needs, Transportation Networks estimates the following number of vehicles will be needed long term: 26' Cargo Vans - 136 Ea.(6,240,000 miles per year); SA Tractors - 81 Ea. (3,990,000 miles per year) ; TA Tractors 170 Ea. (9,150,000 miles per year). A listing of the various types of vehicles and estimated usage has been included with this notice. The shorter term rentals are primarily used to replace vehicles that are out of service for repairs. Our Cargo Van fleet of 7 & 11 ton vehicles consists of approximately 1577 each 2004 International vehicles. Our Tractor fleet of Single and Duel Axle units consists of approximately 218 each 2006 Mack Truck vehicles. During our peak season (Thanksgiving to New Year's) the demand for all types of vehicles increases. Preferably the contractor will have a national presence to best serve the needs of the Postal Service. The U.S. Postal Service seeks to make one award for all of the required vehicle types. Award will be made to the most capable supplier offering the fullest range of vehicles and optimal services. Ordering and payment must be done via electronic commerce. The proposed contract term will be for an initial three (3) year period with two (2), two (2) years options for a total potential term of seven (7) years. Prospective contractors must obtain a DUNS Number. That number must be included with company registration in Emptoris as well as any solicitation responses/ supplier proposals. The Postal Service is not subject to the Small Business Act. Go to https://uspsesourcing.emptoris.com and register your organization. Registration is MANDATORY in order to participate in the RFP, invitations will only be sent to registered organizations. On the login page, click on the "Register Supplier Organization" hyperlink and provide all the required information. Required information is identified with a red asterisk. Upon approval, registered organizations will receive log-in credentials to the USPS eSourcing application and will be required to complete training prior to participation in this sourcing event. You should register as quickly as possible to avoid missing the registration deadline.
