Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is M67004-15-Q-1028 and is issued as a Request For Quotes (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80. The associated North American Industrial Classification System (NAICS) code for this procurement is 336611 with a small business size standard of 1000 employees. In accordance with FAR 52.219-6, this acquisition is a Total Small Business Set-Aside and only qualified small business offerors may submit offers. This solicitation is for the Basic Ordering Agreement and Task Order 1 for various Navy small craft maintenance/repair and the associated technical writing and documentation services. Only one award will be made to the successful offeror that meets the requirements of both the Basic Ordering Agreement and Task Order 1. The Basic Ordering Agreement is for a five (5) year period or a monetary limitation not to exceed $1,000,000.00. Multiple task orders and job orders are anticipated under this BOA. As of the date of this solicitation, the Government has a known requirement to award one Basic Ordering Agreement. The tasks of this BOA will be focused on the logistical services, selective repair and system alterations associated with Maritime Prepositioning Force Navy watercraft and technical writing. This includes, but is not limited to, the standardization of existing Navy maintenance procedures for Maritime Prepositioning Force Navy watercraft, both ashore and afloat, and documenting local procedures, both ashore and afloat, that are used to support Navy watercraft maintenance and repair requirements. It may also include selective repairs and system alterations to Navy watercraft that result from scheduling conflicts, production backlogs and unknown "growth" work from prevailing contracts. Specifically, the contractor shall provide all required personnel, transportation, supervision, and other items necessary to provide the Technical Writing Support Services to Naval Support Management Branch (NSMB), Logistics Division, BIC as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform the following tasks and responsibilities: 1) Review Current Maintenance Requirement Cards (MRC) for Navy watercraft systems including: Amphibious Bulk Liquid Transfer System ABLTS, Maritime Prepositioning Force Utility Boat (MPFUB), Lighter Amphibious Resupply Cargo, 5 (LARC-V), Landing Craft Mechanized-8 (LCM-8) and Improved Navy Lighterage System (INLS) which includes: Warping Tug (WT), Causeway Ferry Power Module, Causeway Ferry Beach Module, Causeway Ferry Intermediate Module and the RRDF system which includes the Causeway Ferry Docking Module, Causeway Ferry Ramp Module, INLS Combination Module and Containerized crew shelter. 2) Consolidate Maintenance Tasks listed on MRCs into Category I, Standard Work Items (SWI); 3) Closely and continuously coordinate with the Government to capture additional local maintenance requirements into Category II, Standard Work Items (SWI), which are in addition to those listed in the MRCs; 4) Closely and continuously coordinate with the Government to capture additional non-routine maintenance requirements or growth work into Category III, Standard Work Items (SWI), which are in addition to those listed in the MRCs and the local procedures;5) Develop Master List of SWIs, Category I, II and III for both ashore and afloat maintenance requirements for the systems indicated above. The consolidated result of all four requirements above provides the NSMB Maintenance Requirement Package (MRP).
