- SOURCES SOUGHT MULTIPLE AWARD TASK ORDER CONTRACT, FOR DESIGN/BUILD MECHANICAL CONSTRUCTION ACTIVITIES WITHIN THE TULSA DISTRICT AND SOUTHWESTERN DIVISION BOUNDARIES This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the sources sought evaluation results. The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for anticipated mechanical design/build and construction services and intends to solicit proposals for a 5-year $49.5M Multiple Award Task Order Contract (MATOC) contract. The type of set-aside decision(s) to be issued will depend upon the responses to this sources sought announcement and associated market research. A full range of mechanical design/build and construction services are anticipated, which may include, but are not limited to any of all of the following: Heating, Ventilating, Air Conditioning (HVAC) systems with associated controls and supporting infrastructure; pump repair/replacement (all types, from small sump pumps to large flood control pumps) with associated features; valves; piping; geothermal; and renewable energy projects utilizing all types of technology. Most projects will be Design-Build type projects with the Contractor responsible for the design of the entire project. A geotechnical investigation or geothermal well test boreholes may be required to be used as a basis for design. The North American Industrial Classification System (NAICS) Code for this procurement is 238220, Plumbing, Heating, and Air-Conditioning Contractors. Small Business firms will be required to demonstrate the ability to self perform 25% of the work. All interested parties may respond or submit statements of qualifications. This is not a request for competitive proposals or quotes. A determination by the Government to not compete this proposed contract is within the sole discretion of the Government. PERSONAL VISITS FOR THE PURPOSE OF DISCUSSING THIS SOURCES SOUGHT WILL NOT BE ENTERTAINED. EXPERIENCE / CAPABILITIES STATEMENT CRITERIA: 1. The Experience/Capabilities Statement is limited to five (5) pages and shall be submitted by email in electronic PDF format (one file only) with the following file name convention: COMPANY_SS_W912BV-15-R-0038. 2. Provide Firm's name, address, point of contact, telephone number, and email address. 3. Potential sources shall identify if they are a Large Business, Small Business, Small Disadvantaged Business, 8(a), Woman-Owned Small Business, Economically Woman Owned Small Business or Service Disabled Veteran Owned Small Business. If the firm is a Small Business, the response to this synopsis must discuss in-house capabilities that would demonstrate the firm's ability to self perform 25% of the cost of contract performance. 4. Provide any general information on the Firm's Experience/Capabilities as they pertain to mechanical design/build and construction services. 5. Provide the Firm's Teaming Arrangement, Joint Venture and/or Mentor-Protege information, as applicable. 6. Potential sources must submit a list of at least three (3) recent projects with a minimum total construction cost of $500K that demonstrate their knowledge and past experience relating to all of the varying types of work described above. Individual task orders under IDIQ contracts should be listed as separate projects. Submit only current and past project and client information that is no more than 5 years previous. Include a brief description, identify the capacity the firm worked in on the project (prime or subcontractor), the contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete or date completed, name and title of customer point of contact and point of contact current phone number.
