- Encl 1_DS SOW for Mongolia CBM Project Encl 3_SF 1449_RFQ PO201561101 (fillable) Encl 3_SF 1449_RFQ PO201561101 (with FAR Clauses) RFQ PO201561101_Combined Synopsis Solicitation Encl 2_Past Performance Questionnaire_USTDA RFQ-PO201561101 This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotations are being requested and written solicitation will not be issued. This solicitation is being issued In Accordance With (IAW) FAR Subpart 13.104. The Government will award a contract resulting from this solicitation to the RFQ respondent who is deemed responsible and is determined, based on the evaluation factors, to represent the best value to the Government. This procurement is a 100 percent Small Business Set-Aside with a small business size standard of $15M annual sales under NAICS Code 541690. Award is limited to U.S. Firms or U.S. individuals. Contractor and subcontractor personnel used shall be either U.S. citizens on non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. USTDA intends to contract with a U.S. firm (Contractor) to perform a Desk Study (DS) to: (1) assess whether or not the project meets USTDA's basic funding criteria; (2) recommend appropriate Terms of Reference (TORs) for the study; and (3) develop appropriate budgets for the TORs recommended for the study. The DS Contractor shall also be required to assess the project's viability, develop the full terms of reference and budget estimates of the project, and confirm cost share estimates, U.S. content, U.S. industry competitiveness and foreign competition. This DS would review a proposal for the Naryn Sukhait Coal Bed Methane (CBM) Recovery and Utilization Feasibility Study (FS) to be undertaken by a U.S. firm. The proposed FS would enable a plan to implement vertically drilled wells at the Naryn Sukhait mine site to capture methane gas prior to mining for use as fuel to generate electricity for nearby towns and villages in Mongolia. PLEASE CAREFULLY READ AND FOLLOW THE INSTRUCTIONS IN THE SOLICITATION AND STATEMENT OF WORK. The cutoff date for questions regarding this RFQ is Monday, March 23, 2015, 12:00 Noon EST.
