Description
The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Sole Source Requirement to L3 Kollmorgen ElectroOptics (L3 KEO), Northampton, MA. The proposed contract will provide depot level repair and maintenance services to Photonics Masts and Photonics Mast Variant Imaging System. The contractor shall provide services to NUWCDVINPT Code 34 to upgrade, repair and replace mast subassemblies; test, inspect and evaluate photonics masts. L3 KEO conducted this effort under the original contract and is the only company with the requisite knowledge and experience to provide required depot level repairs and services. Any other company would require significant investments and at least three years to gain the necessary knowledge to support depot level repair of the Photonics Masts, including understanding all technical data and drawings; analysis and troubleshooting of repair techniques; procurement of specialized test equipment and proper facilities; and knowledge of the proprietary components within the Photonics Mast. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. All responses received by the Government within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.
