- The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to negotiate on a sole source basis with MAHA/Prime One Contracting to upgrade MAHA Dynamometer D329 Test Cell to meet 40 CFR part 1066 requirements to supplied vehicle and engine emission test equipment and associated components owned by EPA under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The contractor will be responsible for reconfiguring the existing dynamometer equipment, specifying and installing any new equipment, and integrating the equipment to perform exactly as MAHA Dynamometer S/N421, located in NVFEL Cell 511, does in conjunction with the Horiba CDTCS or other System which is located there. Specifically, the dynamometer must be able to communicate with a Horiba CDTCS or AVL iGEM-Vehicle/PUMA System control computer, to receive test vehicle Road Load coefficient and Inertia Weight settings for performing a motor vehicle emission test using AK Protocol communication. The upgraded dynamometer shall initially receive and verify the coefficient and Inertia simulation values from the CDTCS or AVL iGEM-Vehicle/PUMA System, use them during the vehicle test, then respond with the coefficients and Inertia simulations used during the test. The contractor shall supply optional software modules, upgrades support and warranty. Due to the proprietary nature of both the testing equipment and software that comprise the systems, MAHA/Prime One Contracting is the only contractor that is able to supply parts and software with the ability to do this work. MAHA/Prime One Contracting is the only known source able to satisfy upgrade to meet 40 CFR part 1066 requirements the supplied equipment owned by EPA. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing Dynamometer Software/Hardware Upgrades for MAHA equipment may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
