Description
COTS PAR DRAFT SOW for industry comment/feedback. THIS IS A REQUEST FOR INFORMATION (RFI). The Naval Air Warfare Center Aircraft Division, Lakehurst (NAWCADLKE) intends to issue a solicitation for the procurement of up to forty-two (42) Commerical-off-the-Shelf (COTS) Precision Approach Radar (PAR) system for the United States Navy (USN), United States Army (USA) and the United States Air Force (USAF) as follows; up to sixteen (16) COTS PAR systems (one (1) for Training and fifteen (15) fielded systems) for the USN, up to twenty-one (21) COTS PAR systems for the USA and up to five (5) COTS PAR systems for the USAF. This requirement shall also provide for the procurement of Uninterrupted Power Supplies (UPS), Training and Ancillary Installation Support for each of the COTS PAR systems. Installation of the COTS PAR systems shall be sites in both CONUS (Continental US) and OCONUS (Outside Continental US) locations. The Navy's intent is to solicit utilizing full and open competitive procedures resulting in a single award of a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The period of performance is intended to be up to eight years (including options). Award will be based on a determination of "Lowest Price Technically Acceptable". Attached to this RFI, please find the DRAFT Statement of Work (SOW). Industry is requested to review this SOW in its entirety. The Government is interested in any questions/feedback that industry has regarding the technical requirements contained within this SOW. Specific attention is requested regarding inspection/acceptance terms and required delivery terms. Questions and/or comments are requested to be submitted no later than COB 26 March 2015. Earlier submissions, either in part or in whole, will be accepted or are greatly appreciated. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Failure to respond to this RFI does not preclude participation in any future associated solicitation that may be issued. For reference only, prior RFI requests for this action were posted under Sources Sought Notice N68335-14-RFI-0160. The solicitation and applicable attachments will be posted to the NAVAIR homepage located at http://www.navair.navy.mil (Select "Business Opportunities" then "Open Solicitations") on or about 01 May 2015. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. It is mandatory for offerors to register with the System for Award Management (SAM) database with its associated DUNS (Data Universal Numbering System + 4 number) and CAGE (Commercial and Government Entity) code required to conduct business with the Department of Defense.
