Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Aerodyne Research, Inc. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) Earth System Research Laboratory (ESRL) Global Monitoring Division (GMD) in Boulder, Colorado and its need for a spectroscopic analyzer laser system for continuous detection of nitrous oxide, carbon monoxide, and water vapor. NOAA ESRL GMD has a requirement for a precise (0.05 ppb in 10 seconds for N2O (our main target) and 0.2 ppb in 10 seconds for CO), fast (less than 1 minute analysis time, including sample line flushing) analytical instrument from Aerodyne Research, Inc. (ARI) to measure N2O and CO in discrete whole air samples from GMD's cooperative global and N. American air sampling networks. These measurements provide the only available global distribution of N2O and CO for use in determining the temporal and spatial patterns of their emissions to the atmosphere. This vendor is the only known reliable source. Delivery Date: Within six months from the date of award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
