Description
RFQ INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2014) The Government anticipates award of a Firm Fixed Price contract on an "all or none basis" for this brand name or equal requirement. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees. BASIS OF AWARD: Award will be made on the basis of the lowest price technically acceptable (LPTA) of quotes meeting or exceeding the acceptability standards for non-cost factors. In accordance with FAR 15.101-2 (b)(1), past performance will be not evaluated. EVALUATION. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical acceptability; (2) Delivery (29 Weeks ARO); (3) Price: All pricing quoted shall be FOB Destination. To ensure technical acceptability, the quote shall include: a. A mere statement that the quoter will meet the Government's requirement is NOT sufficient. b. Clearly state whether the quoter can meet the required delivery timeframe. Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price offeror. Other technical quotes may not be evaluated unless the Government determines the lowest price offeror to be unacceptable or non-responsive. In the event the Government determines the lowest price offeror to be unacceptable, the technical quote of the next lowest price offeror will be evaluated. This process will continue until a technical quote is determined to be acceptable. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Completed quotes include pricing, instruction descriptions, delivery timeframe, and completed provisions: FAR 52.204-17, FAR 52.212-3 and DFARS 252.203-7992. Direct all questions regarding this RFQ to Jennifer White. Questions shall be emailed to: jennifer.l.white@usmc.mil, no later than Friday 20 March 2015, 1:00 PM EST. Please reference the RFQ number in the subject line. It is the Contractor's responsibility to ensure that questions are received by the Contracting Department within the required timeframe. Any questions received after the time and date listed above will not be addressed. Quotes shall be submitted no later than the close date and time in block 8 on page 1 of the SF1449 RFQ to be considered for award. All quotes shall be submitted to Jennifer White via email, jennifer.l.white@usmc.mil. Vendors are responsible for ensuring their quotes have been received. Contact the above indicated contract specialist to ensure the government has received your quote. Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes will be rejected.
