Description
THIS IS NOT A SOLICITATION, REQUEST FOR QUOTE (RFQ) or PROPOSAL (RFP). This notice is a Sources Sought notice for informational and planning purposes, only. This notice is strictly intended for market research and shall not be construed as a solicitation, obligation or commitment by the Government. The purpose of this notice is to receive responses from industry that will assist the Government in developing its strategy for procuring this requirement. The Government is seeking responsible sources from all businesses capable of meeting the quantity, complexity and schedule of the requirement outlined in this notice. Feedback on this requirement is encouraged. However, a response to this notice is not required for participation in the anticipated solicitation. The anticipated North American Industry Classification System (NAICS) Code is 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing with a Small Business Size Standard of 1000 employees. The Mission Installation Contracting Command (MICC) at Fort Stewart on behalf of the 3rd Aviation Brigade has an anticipated requirement for 28 Aircraft Towing Bridle Kits. The Kit should consist of hard shell carrying case, two (2) Airframe protective pads, one (1) bar, four (4) synthetic rope lines, two (2) eye adapters, one (1) Shackle adapter, Two (2) alloy hooks, and three (3) alloy shackles. The Bridle should be lightweight and corrosion resistant. Lines should be covered and sealed against dirt and moisture. These tow bridles will be used to load UH-60 and CH-47 helicopters into C-17, C-5 cargo aircraft. Solid bars and wire rope are not acceptable. Interested sources are requested to submit an email to include: 1. Title of the requirement, Company Name, Address, POC, DUNS number and CAGE Code; 2. A brief capabilities statement (no more than 4 pages in length, single spaced, 12 point font minimum) detailing their qualification, capabilities and experience for providing these supplies. A generic capability statement is not acceptable. Additionally, please include responses to the follow requests below: i. Provide the approximate lead time for the manufacturer and delivery of the required items. ii. Please indicate whether your firm is a reseller or manufacturer. iii. Indicate whether your company has an active registration on the System Award Management (SAM)https://www.sam.gov/portal and when the registration will expire. iv. Please provide the socioeconomic information for your company, i.e. large, small, veteran-owned service disable, 8(a), HUBZone etc. This notice is NOT a request for a technical or cost proposal or an announcement of a solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought notice. Participation is strictly voluntary. Responses shall be submitted via e-mail to Eric J. Stephens at eric.j.stephens.civ@mail.mil and Geral Baxter at h.g.baxter.civ@mail.mil. The deadline for the receipt of responses is no later than 10:00 am Eastern Standard Time (EST). This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Advocate for Competition at dean.m.carsello.civ@mail.mil. Include the subject of the acquisition, this announcement, and the MICC POC information from this FedBizOpps notice. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale.
