- The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Current data is essential to develop future approaches to improve traffic safety. Pursuant to 23 U.S.C. § 403, NHTSA is authorized to collect data and develop programs appropriate for highway traffic safety. Over the past 30 years, seat belt use has increased with the most recent estimate at 87%. [1] However, just over half of the 2012 fatalities were unrestrained (52%). [2] Understanding the factors that contribute to inconsistent, improper, and infrequent seat belt use is essential to the development of programs aimed at promoting the level of seat belt use. [3] Previous research has identified numerous factors related to types of belt users (always, occasional, and rare) including gender, age, and urbanicity. These are largely observable concrete factors that capture a fraction of the variability in these groups. The proposed project will evaluate individuals on abstract, indirect, psychological constructs and psychosocial factors (e.g., risk propensity, invincibility, organizational culture) and use this information along with the well-documented observable factors to develop profiles of belt users. While much progress has been made in raising belt use, targeting the remaining non-users has posed a challenge. Further understanding these individuals, specifically their attitudes, risk perceptions, and other psychological factors, may prove beneficial for program development and subsequently effective for promoting behavior change. Insight into the psychological make-up and psychosocial patterns of behavior of rare and situational belt users will provide a basis for developing new programs directed at these individuals. The objective of the project is to determine psychological constructs and psychosocial factors related to belt users and create profiles of user types based on these constructs and demographic factors. The results will yield a more comprehensive picture of belt user groups which will be transitioned to program development. NHTSA seeks a Contractor to procure professional and technical services to determine psychological constructs and psychosocial factors related to belt use, and to determine categories of belt users (e.g., consistent, rare, situational) based on these constructs and demographic factors. This acquisition is being offered as a total small business set aside. The NAICS Code for the anticipated contract is 541910. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Cost Plus Fixed Fee type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 06, 2015. Period of Performance: Thirty (30) months.
