Description
The purpose of this notice is to publicize the government's intent to solicit and negotiate with only one source under the authority of subpart 6.302-2. Blackberry Enterprise Server (BES) Support Services: The Office of the Comptroller of the Currency (OCC) is seeking to contract with HP Enterprise Service (HPES) to provide support and service for its Blackberry Enterprise Server (BES), Blackberry support and subscription services. HPES currently provides these services under task order TCC09HQD0033-150009, which will expire on May 31, 2015. To ensure uninterrupted service and support for the OCC's Blackberry service, the OCC is seeking a sole-source bridge contract with HPES through September 30, 2015, with a one-year option for continued support. The Blackberry devices are the OCC's current mobile delivery device for its email system. As email is considered a mission critical application, having this Blackberry service and devices are critical to keeping our large cadre of mobile examiners informed and connected. The OCC is currently conducting a pilot for a new mobile device management system. The results of the pilot will not be ready until after the period of performance for the current HP Blackberry task ends May 31, 2015 due to unanticipated program challenges regarding the pilot. The results of the pilot will assist the OCC in determining if the OCC takes a new approach to its mobile device delivery system for email, or if it continues with the Blackberry solution. This decision point will influence whether or not OCC exercises the option period. The bridge contract should afford adequate time for the OCC to conduct its assessment. It is for these reasons that the OCC requires a bridge contract with HPES for Blackberry services. To not take such action, will seriously injure the government. Email Services: The OCC seeks to also continue email system support from HPES as part of this bridge contract action. HPES currently provides these services under task order TCC09HQD0033-150008; which will expire on September 30, 2015. The OCC's Microsoft Exchange 2010 full support ended on January 31, 2015. Microsoft continues to provide technical support and security updates, however, since the "mainstream" support has ended, it means there will be no new features, enhancements, non-security updates or Service Packs provided until the OCC upgrades to Microsoft Exchange 2013, which will be fully supported by Microsoft. The OCC intends to first perform an upgrade of its Active Directory (AD system) in the 3rd and 4th quarters of FY ‘15, and to then migrate to Microsoft Exchange 2013 in FY ‘16. These major upgrades require extensive planning and coordination amongst many Information Technology Solutions (ITS) divisions as well as business units. The risk would be too great to try to perform these upgrades while in the process of transitioning to a new email solution contract, which would include a massive data migration effort. It is necessary that ITS upgrade Active Directory and Exchange to ensure its email solution is technically stable and able to receive full support from Microsoft prior to conducting a competitive procurement and transitioning to a potential new email solution. The OCC's mission critical email application must be at current, fully supported Microsoft Exchange version in order to receive all necessary patches, upgrades and enhancements to ensure continued operational excellence for the email application. To not take such action, will seriously injure the government. The bridge contract period of performance for Email services will be from 10/01/2015 to 06/31/2016, with an optional period from 07/01/2016 through 09/30/2016.
