Description
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), National Region Office, Washington, DC is conducting market research/seeking sources from bondable and experienced construction firms that are classified under one or more of the following small business programs: (1) Service-Disabled Veterans-Owned Small Business (SDVOSB) (2) Veteran-Owned Small Business (VOSB) (3) Small Disadvantaged Business (SDB) (4) Woman-Owned Small Business (WOSB) (5) Section 8(a) (6) HUBZone The firm must be a general construction firm with an approved NAICS Code 237990. The Small Business Size Standard is $36.5 million. The estimated price range is between $5,000,000 and $10,000,000. The place of performance is Fort Sam Houston National Cemetery, 1520 Harry Wurzbach Road, San Antonio, TX 78209. The Contractor shall provide all labor, supplies, supervision, management services, quality control, logistical support, transportation, equipment, materials, and other requirements necessary to renovate an existing Superintendent's Lodge (Building 1001) into a Public Information Center, relocation and renovation of the existing administration building (Building 1002) into an Honor Guard building, construction of an overpass on Nursery Road and other improvements to the western (historic) section of the cemetery to address long-term maintenance issues such as inefficient storm drain system, repairs/replacement of roadways, and replacement of site furnishings and signage. Work includes general construction, demolition, roads, walks, grading, drainage, mechanical and electrical work, utility systems, buildings, fencing, signage, off-site improvements, storm-water management, erosion control, pollution prevention control, landscaping, irrigation installation and other improvements. A bid bond as well as a payment and performance bond will be required. At this time, no solicitation exists; therefore, please do not request a solicitation. The above-mentioned classifications of small bondable business general construction contractors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name 2. Address 3. Point of Contact 4. Contract phone number and e-mail address 5. Business size determination and qualifying Small Business classification 6. Certification of Small business status 7. Available bonding capacity signed surety letter 8. General Contractor construction experience of similar projects in size and complexity: Provide at least three (3) projects in the past five (5) years that demonstrate Federal experience VA cemetery historic renovation/construction. Experience in other Federal, State, local agencies, or non-government organization projects involving renovation and relocation of historic buildings in accordance with Secretary of Interior guidelines for renovation of historic structures will be considered. Interested small business contractors must have bonding capacity within the estimated price range stated above. Please provide your responses to me no later than 3:00 pm EST, March 26, 2015 at frank.clemons@va.gov. Small business concerns failing to respond to this ad will not be precluded from responding to the solicitation. Note: This is not a Request for Proposal and the federal Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
