Description
This is a synopsis for non-commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a Firm Fixed Price (FFP) contract to American Superconductor (AMSEC), 64 Jackson Road, Devens, MA 01434-4020. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for engineering services to design and develop a High Temperature Superconducting (HTS) magnet system. This project will complete conceptual/preliminary designs of the magnet; complete the detailed design associated with the selected conceptual/preliminary design; and will perform an investigation into an alternate type of HTS magnet overcurrent (quench) protection that will effectively protect the HTS magnet when conventional quench detection techniques cannot be used. The NAICS Code for this procurement is 335999 with a size standard of 500 employees. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
