This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Description Toward this aim, DMID supports an array of research services. Included are programs that make preclinical and clinical translational research services, as well as organisms and state of the art reagents, genomic technologies, data and analytic tools, and biocontainment and core facilities, available to investigators ( http://www3.niaid.nih.gov/research/resources/dmid/ ). DMID has adopted an integrated approach to the provision of services by creating unified, comprehensive, coordinated programs. The strategy was employed to: advance science by promoting cross-fertilization across and within disciplines and approaches; serve the research community more conveniently; achieve efficient use of resources through economy of scale and avoidance of duplication; and provide the flexibility needed to respond to changing priorities. The Microbiology and Infectious Diseases Biological Research Resources Program (hereinafter called the Biological Research Resources Program) serves as a central repository that provides one-stop shopping for the broad community of microbiology and infectious diseases researchers; the purpose of this solicitation is to re-compete this program. The Microbiology and Infectious Diseases Biological Resources Repository (MID-BRR) is a vital resource and central to NIAID’s mission. The MID-BRR receives, acquires, authenticates, produces, preserves, stores and distributes most of the organisms and reagents needed to comprise the comprehensive resource. The MID-BRR may also serve as a repository for research materials produced by other Government-supported research projects and research service programs, at the discretion of NIAID. The MID-BRR Contractor is expected to interact with these programs as well. Currently, there are 4328 registered users with the repository and over 13,300 unique items in the MID-BRR catalog. Moreover, the Biological Research Resources Program is designed not only to meet the currently defined needs of scientific communities, but also to meet emerging needs for research materials as they are identified. A separate and complementary Contract for the Animal Models of Infectious Diseases program http://www.niaid.nih.gov/labsandresources/resources/dmid/animalmodels/Pages/default.aspx provides the capacity to ensure a supply for the MID-BRR of organisms that must be grown in animals as well as reagents integral to research on these organisms. The MID-BRR may also serve as a repository for research materials produced by other Government-supported research projects and research service programs, at the discretion of NIAID. The MID-BRR Contractor is expected to interact with these programs as well. Sharing research resources is fundamental to progress in science. The NIH is interested in ensuring that research resources developed with NIH funding are made available to the research community for further research, development, and application, in the expectation that this will further the research enterprise and accelerate the development of products and knowledge of benefit to the public. The NIH endorses the sharing of final research data and resources to expedite the translation of research results into knowledge, products, and procedures to improve human health. The Biological Research Resources Program has been designed to ensure that the research community will have access to a myriad of research materials developed through numerous sources. Anticipated period of performance The Government anticipates making one award. It is anticipated that the duration of the level-of-effort contract will be a one year contract with options for six (6) additional years; however, the length of time for which funding is requested should be consistent with the nature and complexity of the proposed research. Capability statement / information sought In order to respond to this notice, contractors must be able to clearly convey its experience and/or ability to provide: 1. A total level of effort of 46.75 full-time equivalents (FTEs) per year (i.e., 97,240 total direct labor hours per year based on a Work Year of 2,080 hours) for a period of performance of seven years (Base Period plus six, one-year Options). Moreover, in any year of the contract, contractors must also be able to respond to requests to provide additional effort by exercising Options 7, 8, and/or 9 (for an additional 0.5 FTE, 1 FTE, and/or 2 FTEs, respectively) multiple times and in any combination up to a maximum of 24.00 additional FTEs/year. (That is, the Government must have the option to increase level of effort to a maximum 70.75 FTEs/year.) The ability to identify, receive, acquire, authenticate and produce organisms and reagents supporting the basic and applied research community for all infectious agents other than HIV. 7. The ability to effect an orderly, secure and efficient transition of all materials from six existing repositories located throughout the United States. 8. The ability to inventory, track, store, receive and distribute organisms and reagents for both basic and applied research for all infectious agents other than HIV. 9. Implementation of a program to monitor the quality control of acquiring, authenticating, producing, storing and shipping materials. 10. Adequate Biosafety and Security to assure the safety and security of biocontainment facilities and personnel. 11. A documented quality management system including external review and/or accreditation. 12. The ability to organize and/or manage a Scientific Working Group. 13. Satisfactory efficient and effective customer service. 14. The facilities to authenticate, produce, store and distribute approximately 900,000 units of approximately 15,000 unique organisms and reagents under appropriate temperature and containment conditions, including maintenance of an inventory and tracking system. 15. Biocontainment facilities (BSL-1 through BSL-3 and proposed access to BSL-4). 16. Equipment and training programs adequate to operate a biological resource repository. 17. Adequate computer and information management systems to operate a biological resource repository. 18. A web-based system for ordering and depositing materials from/to the MID-BRR.
