Description

The Veteran's Administration Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with Dynamic Digital Advertising Corporation, LLC of Pennsylvania. The requirement is to upgrade a Modified Barium Swallow Impairment Profile (MBSImP) Dysphagia Data Management, Analysis and Reporting system that is currently in use to develop the necessary infrastructure for future integration with existing Veteran's Administration databases. The service will be required at the Ralph H. Johnson Medical Center in Charleston, SC. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, March 20, 2015, (10:00 AM, EST). Interest/capability statements shall be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The requirement is to: "Review the existing Data Management, Analysis, and Reporting System to determine what fields, functionality and features require modification to meet the clinical demands of future multi-site VA trials. "Develop a comprehensive plan for VA approval which details every component of the Data Management, Analysis and Reporting System, maps all fields, and defines full logic hierarchy and actions. "Establish a standalone database at a proof location. User and administrator login systems shall be generated and the full Study Entry and Reporting sections migrated. "Conducted internal alpha testing using "dummy variables" to confirm system load and stability at the proof location. "Make revisions to the data entry and advanced reporting platforms as per VA feedback. "Provide an external pilot test of platform using a sample audience of VA clinicians and team statistician. "Determine server requirements, database setup, and backup systems and processes. "Data Management, Analysis, and Reporting System evaluated to assess whether it meets the specifications and clinical standards for professional and technical quality.
