Description
Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Federal Maintenance Dredging of the Beals Harbor and Pig Island Gut, Maine Federal Navigation Project. This announcement is to determine interest, availability and capability of HUBZone, 8(a), Service-Disabled Veteran-Owned and Small Business concerns. The NAICS code for this procurement is 237990. The project is planned to be issued on or about June 30, 2015. The dredging will occur in the fall and winter of 2015-16 and is expected to take several months. The estimated construction cost is between $1,000,000 and $5,000,000. The work of this project consists of the mechanical dredging of approximately 100,000 cubic yards of clay, silt, and sand, with unconfined open water disposal at the Mark Island Disposal Site, about 5 miles away. The dredging work consists of approximately 83,000 cubic yards from the 10-foot anchorage in Beals Harbor, about 800 feet by 500 feet in area, and approximately 17,000 cubic yards from shoaled portions of the 6-foot channel, which is 80 feet wide, and shoaled portions of the 6-foot anchorage, about 800 feet by 300 feet in area, of the Pig Island Gut Federal Navigation Project. Anticipated work window is November 1, 2015 to March 31, 2016. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), a proof of bonding as well as detailed list of the equipment that would be utilized for this project. The detailed equipment list should include at a minimum: the name (or names) of the anticipated dredge(s) to be used; a detailed description of the crane or excavator including bucket(s) size to be used; and the number, the names (if applicable), and a detailed description of the attendant tugs and scows to be used. Firms must submit documented information that demonstrates experience with a minimum of two examples of a dredging project, similar in scope and magnitude to this project that the firm has performed in the last five years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last five (5) years. Responses are limited to twenty pages. Responses are due no later than Monday, March 30, 2015. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
