- This notice serves as market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Program Executive Office for Aviation, United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, Alabama, is seeking to identify sources that may be capable of providing contractor logistics support (CLS) for the Army's Saturn Arch intelligence, surveillance, and reconnaissance (ISR) aircraft. The anticipated fleet will consist of Government-owned, contractor-operated (GOCO) and contractor-owned, contractor-operated (COCO) platforms. The GOCO platforms are modified de Havilland Canada Dash 8 (DHC-8-315) aircraft, and the COCO platforms are modified Beechcraft King Air A90 and Beechcraft King Air B200 aircraft owned by Dynamic Aviation Group, Incorporated. In addition to maintenance support, prospective contractor(s) will be required to provide trained pilots to perform ISR missions. The purpose of this announcement is to gain knowledge of interest, capabilities, and qualifications of businesses to perform as the prime contractor. This announcement supports the market research requirement for the sustainment and operation (pilots) of GOCO/COCO ISR platforms supporting ongoing deployed operations under the Saturn Arch program. In order to be considered a suitable candidate, an offeror must be able to provide the following support: Aircraft Flight Operations, Maintenance Support, Material and Equipment, Integration, Test and Evaluation, and Certification of aircraft and equipment in a theater of combat operations. This includes ground and flight operations, maintenance operations, and maintenance logistical support to meet critical mission demands. The offeror must be able to furnish all required aircraft sustainment, personnel training, documentation, material, equipment, tooling, property, facilities, and vehicles not provided as Government-furnished property (GFP), Government-furnished spare parts (GFSP), or Government-furnished equipment (GFE) to operate and maintain the GOCO/COCO fleet. The offeror must be able to perform all required maintenance, servicing, repairs, electro static discharge practices, and work on aircraft systems, components, and GFP in accordance with 14 CFR, OEM, FAA, and Army-approved procedures and regulations. The offeror must be prepared to negotiate and exercise rental and/or leasing agreements for aircraft and/or vehicles as required by the Government to meet overall organizational mission requirements. Offeror's response to this announcement shall be limited to 10 pages and shall include the following information: - Offeror's name, address, point of contact, phone number, and email address. - Evidence of ability to manage a maintenance contract to support a US Army GOCO/COCO ISR Program. - Offeror's type of small business and business size, (if small, whether HUB Zone, Service disabled Veteran Owned Small Business, 8(a), etc...). All responses are required by 27 March 2015. The US Army Contracting Command-Redstone (ACC-RSA) is the responsible contracting office supporting this RFI.
