Request for Information (RFI) - Large Aircraft Salvage and Recovery Equipment 1.0 INTRODUCTION This publication constitutes a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e), Exchanges with Industry before receipt of Proposals, Requests for Information. Respondents should note the no funding has been specifically reserves for this announcement. We are soliciting Requests for Information abstracts only. Do not submit a proposal at this time. 2.0 FEDERAL AGENCY NAME Defense Logistics Agency (DLA) Troop Support Europe & Africa, Unit 23152, APO AE 09054 3.0 REQUEST FOR INFORMATION This announcement is not a request for proposals; therefore, responses to the RFI are not considered offers and cannot be accepted by the Government to form a binding contract. NO CLASSFIED OR PROPRIETARY INFORMATION SHOULD BE INCLUDED IN THE RFI RESPONSE. Item and Description 1. Fuselage Lifting Equipment (CAT-1, CAT-2 and CAT-3) Must be able to lift various types of heavy Aircrafts. Include type of material used, weight and dimension capacity per category. Can the components be interchangeable? How is the equipment stored? 2. Sledge Aircraft Movement System (40 and 50 Ton) Must be flexible and easy to assemble and storage. Must include rigging and spreader bar. Please include dimensions, storage and any salient characteristics of the system proposed. 3. Tethering Sets (Winches) Lightweight, must include transportation handles, must have a forward and reverse. Please include any salient characteristics such as material, quantity per set, and type of operation. 4. De-Bogging Kit At a minimum must have a capacity of 40 tons and be easy to operate. Please include type of aircrafts that can be covered, and if the system will be capable of recovering future aircraft models. Include information for feature characteristics such as: how is it operated, timely set up and duration of operation time. 5. Synthetic Ground Panel (2x1 meter; 3x1 meter) Lightweight panel with a minimum coverage of 100 square meter. Please specify what capability the panel has to eliminate movement. If other configuration is available please specify. 6. Airlifting Bags (15 & 26 Ton bags) Please provide material, weight capacity, dimensions, lifting range and maximum lift, net and gross weight. 7. 20 Ton Single Lift Bag (for use with C130 inner wing) Please provide material, weight capacity, dimensions, lifting range and maximum lift, net and gross weight. 8. Centralized Air Control Module If the air control module can't be centralized, please specify best configuration. The purpose of this RFI is to identify potential contractors and to gain insight into current commercial or military products and industry's interest in working with the Government to develop the salvage and recovery equipment for large frame heavy type aircrafts. 4.0 REQUEST FOR INFORMATION (RFI) ABSTRACTS 4.1 CONTENT All abstracts shall state that they are submitted in response to this announcement. 4.2 SPECIAL CONSIDERATIONS RFI abstracts should include a detailed description of all the features of the items, to include technical specifications, type of material used in each component, and performance parameter of each equipment in accordance with the Manufacture Aircraft Recovery Manual (ARM) 4.3 SUBMISSION RFI abstract due date is March 17, 2015. 4.4 FORMAT Respondents are requested to provide their company name, address, and Commercial and Government Entity (CAGE) number or the ability to obtain one. Also, shall include the telephone number, mail and e-mail addresses of the point of contact having the authority and knowledge to discuss the RFI submission. Respondents are required to submit at least one electronic copy to the Government Point of Contact (POC). DLA is not responsible for undelivered emails.
