- Background: The Army Contracting Command- New Jersey, Picatinny Arsenal, New Jersey entered into a Section 845 Prototype Other Transaction Agreement (OTA) for Weapon Systems Information Technologies initiatives with the Consortium for Command, Control, Communications and Computer Technologies (C5). The Weapon Systems Information Technologies Center (WeSITC), located within the Armaments Research, Development and Engineering Center (ARDEC) at Picatinny Arsenal, NJ, was established to assist customers across the DoD and national intelligence community with rapid acquisition of innovative information-assurance, cyber and related technologies using Other Transaction Authority (OTA). These technologies are critical to maintaining U.S. military supremacy in weapon systems information technologies. The United States Air Force (USAF) is pursuing viable technology demonstrations through the C5 Consortium to meet an Air Force Distributed Common Ground System (DCGS) requirement for a capability to develop, demonstrate, implement and transition enterprise solutions to automate information redaction in support of country-specific intelligence products. Consortium participants would be expected to demonstrate technical capability to translate security guidance into business rules, apply the rules to a finished Intelligence Product, and produce a coalition releasable product for analyst and/or Foreign Disclosure Office(FDO) review. Releaseability rules vary by country, platform, sensor, etc., and may change frequently, thus the capability must allow modification of the business rules by authorized and trained site personnel. Membership in C5 is required in order to participate in the demonstration.
