Description

Amendment to Solicitation VA248-15-R-0827. The purpose of the following amendment is to: Answer questions submitted by prospective vendors (see below). CONSOLIDATED QUESTIONS AND ANSWERS QUESTIONS: All questions regarding this solicitation must be submitted to the Contracting Specialist in writing via email. Contact Christopher Brailer (christopher.brailer@va.gov) No Later Than: close of business on March 16, 2015. No phone responses will be accepted. See FAR 52.214-6 Explanation to Prospective Bidders for additional information. Q:Do we have to own a hotel or motel to provide the services for the Veterans or can we have an agreement with a hotel or motel to lease rooms in order to accommodate the requirements to provide housing for veterans in solicitation VA24815R0827? A:The contractor must own a hotel or motel within the radius from the Malcom Randall VAMC specified in the Statement of Work. Q:How often do you need the shuttle service to run? And what hours of operation do you require? A:5am until 6 pm, running every 2-3 hours. Q:Section B General Requirements Number 16, Fire Safety, page 12: It states: "Alarms shall be installed in each room, office ¦" Are you requiring a fire alarm in the lodging room? A:The proper term should be Smoke Detectors. Q:Page 17, first sentence of the request notes option years yet I find no other reference to option years. Will there be options on this contract? A:This was an editing error. This solicitation is only for a one (1) year period. Q:Can you please provide the incumbent facility and the pattern of usage of rooms please? A:No current incumbent. Room usage rate is an estimate based on current usage patterns. Q:Section B-4, Price Schedule: VA contracts 18, we release 3 at 6 pm, then 2 more at 9 pm; Does this mean the VA will pay for 13 rooms per night regardless of occupancy or do we hold 18 rooms until 6 pm, release all but 2 of the unoccupied rooms then at 9 pm release them? A:The estimated average daily usage is 18 rooms. Contractor must guarantee access to this number. The requiring service states that, "rarely do we need rooms after 6 pm." The release of rooms at 6 pm and 9 pm is worded this way to prevent potential loss to the contractor. UNDER NO CIRCUMSTANCES WILL THE VA PAY FOR UNUSED ROOMS. Q:How much advance notice will we receive on the daily rooming lists? A:Reservations will be made throughout the day but could be made on unscheduled and/or emergency occasions in the evenings until approximately 11pm. All reservations will normally be made by 5:30 pm Monday- Friday. Q:How many ADA rooms will you need? A:Average 2 a night but could be more.
