DRAFT PWS SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources to support the Marine & Reserve Affairs Command (M&RA) applications, databases and portal. CONTRACTING OFFICE ADDRESS: Regional Contracting Office - National Capital Region, Marine Corps Base Quantico, Virginia 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The M&RA is seeking information for potential sources for support services to be provided by the Contractor to perform Project Management, Application Development Maintenance Support, Database and System Administration Support and Information Assurance support to maintain applications, databases and portal for the Marine Information Division, Marine & Reserve Affairs Command (M&RA), Marine Corps Base (MCB), Quantico, VA 22134. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: N00178-08-D-5419-MUT 1 Contract Type: FFP Incumbent and their size: Evoke Research and Consulting, LLC, Service Disabled Veteran Owned Business Method of previous acquisition: 100% Small Business Set-Aside, competition via SeaPort-e. Brief description of the current program/effort: The Manpower and Reserve Affairs Department (M&RA) at Headquarters, United States Marine Corps (HQMC) is the sponsor for all manpower systems and/or databases. These systems are a collection of databases and applications that integrate workflow and other information to support the Marine Corps community and are maintained by the M&RA Manpower Information (MI) Systems Technical Support Branch (MIT). The Manpower & Reserve Affairs (M&RA) applications for Manpower Systems are dynamic in nature and subject to continual change due to legislative mandates and policy changes. The MIT Branch is currently staffed with a mix of Marine, Civilian and Contractor personnel. In an effort to continue to maintain the technical skills within key areas of the Branch, the requirement exists to contract for technical support within four core areas: Project Management, Database Administration, Application Support and Information Assurance Support. Anticipated Timeframe: 1October 2015 to 1 October 2019 Place of Performance: The Marsh Building, 3280 Russell Road, Marine Corps Base, Quantico, VA. REQUIRED CAPABILITIES: The mission of Manpower Information Systems Division (MI) is to provide Manpower and Reserve Affairs (M&RA) with the staff assistance necessary to plan, develop, control, integrate, and enhance manpower information systems for both garrison and expeditionary environments. MI also manages functions pertaining to personnel administration. Manpower Information Technology Branch (MIT) within MI Division provides M&RA with Information Technology support to include: capability development through a disciplined and formalized requirements generation process, networks and infrastructure, application program and technology change management, application development and support, applications/systems analysis, systems integration, database administration, information management and information assurance. This requirement belongs to the Manpower Information Systems Division (MI) of Manpower and Reserve Affairs (M&RA). MI Division is the sponsor for the entire portfolio of systems, applications, and databases that support the Manpower process across the Marine Corps. The intent of this Sources Sought is to assess the industry's ability to provide support for the collection of over 60 Manpower applications hosted at the Marsh Center that support both the internal M&RA staff and the entire Marine Corps. The Government envisions a solution for the M&RA Manpower Information Applications and Databases that meets the following capabilities: • In-depth knowledge of Manpower and Reserve Affairs business processes and information systems. • Experience in application development to include established elements of the Capabilities Maturity Model (CMM). • Experience using Microsoft, Java and Oracle development tools. • In-depth knowledge and capability to operate and maintain the Oracle Application Portal and Oracle SSO & OID. • In-depth knowledge and capability to operate and maintain Oracle Databases, Oracle Application Servers, Web Logic, Web Center, Java, and SQL technologies to include configuration, development, support and maintenance. • In-depth knowledge and capability to perform application development requirements, data pulls and system interfaces. • In-depth understanding and capability to perform business processes, dependencies and data associated with Marine Corps Databases. • In-depth Information Assurance knowledge and capability to perform support services to accomplish IA-related activities to achieve a sustained Authority to Operate (ATO) for the M&RA network enclave, M&RA Manpower Information Portal (MIP). • In-depth knowledge and understanding to provide and perform Project Management and oversight for software maintenance and enhancement to include detailed project planning, progress planning, risk mitigation, requirements determination, quality assurance, user training, and customer support for Manpower applications. • In-depth knowledge and understanding to provide and preform database administration and maintenance support for Manpower databases to include but not limited to: Oracle, Manpower Portal Database and Operational Data Store Enterprise (ODSE). • In-depth knowledge and understanding to provide application maintenance and enhancement for the M&RA applications. • In-depth knowledge and capability to provide on-site help desk support. • In-depth knowledge of USMC IA Policy and Standard Operating Procedures (SOP). SPECIAL REQUIREMENTS The contractor shall ensure adherence to personnel security requirements in accordance with DoD 5200.2, DoD Personnel Security Program, DoD 5200.1-r, DoD Personnel Security Program, and DoD 5200.1R, DoD Information Security Program Regulation. Contractor personnel shall meet designated IT-I requirements as defined in Appendix K of DoD 5200.2-R, DoD Personnel Security Program. Contractors performing the Information Assurance (IA) technical tasks associated with the Performance Work Statement (PWS) require access to sensitive information and a security clearance up to the SECRET level. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330 - Engineering Services, with the corresponding size standard of $15.0 M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
