- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which proposals are being requested. This solicitation F7R3025069A001 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. This solicitation is Unrestricted. The NAICS code that applies is 721110 and business size is $30,000,000.00. This action will result in the award of multiple blanket purchase agreements (BPA's) - meaning several different facilities/hotels will be utilized to fulfill the requirement, utilizing simplified acquisition procedures under Full and Open competition. A BPA is not a contract, but an quote mark agreement quote mark for which the terms and conditions (pricing, minimum notification timeframes, etc.) of the agreement only apply when/if the Government notifies the facility their services are required and facility agrees to reserve rooms/has availability. All BPA's awarded against this solicitation will be utilized equitably. All BPA's will have a life of five (5) years from date of award; pricing, terms and conditions will be reviewed on a yearly basis, at which time vendors will have opportunity to adjust rates per market/industry conditions (note: pricing may be adjusted prior to that time, per established terms and conditions). Agreements shall be established with primary hotel(s) only; no quote mark over-flow quote mark facilities will be authorized. Requirement is for lodging in commercial hotel facilities, for eligible members of the 179th Airlift Wing, Mansfield Ohio Air National Guard. Requesting cost per night (weekday and weekend rate), for the following types of rooms (all non-smoking): -Single room -Double room Contractor's facilities shall meet minimum standards for federal, state (Ohio) and local governments as well as industry standards for health and safety. All eligible facilities shall pass health, fire, security and safety inspections, prior to award of agreement (and maintain passing inspections throughout life of agreement). Maximum distance from any potential facility/hotel to base (address: 1947 Harrington Memorial Rd, Mansfield, Ohio 44903-8049) is set at nine (9) miles. Evaluations factors will be Price, Past Performance (to include previous service provided via contract, or to individual members). Non-cost related evaluation sub-factors include: -Safety of members, based on: oCrime statistics of facility locale oFacility security measures (e.g. indoor vs. outdoor room access, facility outdoor access, parking lot security) -Distance from base -Quality of facilities, utilizing standards such as: oUnited States Air Force Gold Eagle standard for commercial hotels oAir Force Instruction 34-135, Facility and Room standards Facilities are encouraged to provide any data related past performance (e.g. ratings from independent, reputable agencies, etc) as support for this evaluation. Past performance evaluation, combined with all non-cost related evaluation sub-factors, carry more weight/of more importance than Price. All BPA's will be awarded to the facilities which represent the best overall value to the Government.
