Description
This is a Sources Sought Notice ONLY. This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFP, if any is issued. However, in order to validate an acquisition strategy through efficient market research, small businesses, in all socioeconomic categories, are highly encouraged to respond to identify capabilities in meeting the requirements. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. A continuing need is anticipated for inspection, certification, and repair services for the 81st RSC's vehicles lifts, which total no more than 270. The approximate 270 lifts create approximately 62 vehicle lift sets. The vehicle lifts occupy approximately 42 facilities located throughout nine southeastern states (NC, SC, KY, TN GA, FL, AL, MS, and LA) and Puerto Rico. The contractor shall provide all personnel, services, management, and any incidental supply items or administrative support necessary to perform all required vehicle lift inspections, certifications, and repairs in accordance with ( quote mark IAW quote mark ) the standards as set forth in ANSI/ALI-2000 Standards, as amended, as well as any manufacturer requirements for annual inspections. The 81st RSC currently uses ARI-HETRA lifts. This would be a non-personal services contract. The North American Industry Classification System (NAICS) code for this requirement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The small business size standard is $7.5 million. The anticipated contract will be a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) type, consisting of a five (5) year ordering period. The annual certification process is time driven. The repair aspect of this requirement is event driven. The base year shall consist of all lifts being inspected IAW ANSI/ALI-2000 Standards, as amended, as well as any additional standards required by ARI-HETRA (original manufacturer) within the first 300 days of the Base Year and any Option Year periods. All technicians physically conducting the inspections and resulting certifications must be Automotive Lift Institute quote mark ALI quote mark certified. Vendors must be capable of procuring any needed manufacturer replacement parts from ARI HETRA. All scheduled annual inspections shall also involve at least a 30-minute orientation and training period for the shop personnel relative to the equipment IAW applicable standards. During the annual inspection, a lift must either be certified or not. If certified, the appropriate stickers, documentation, and other material must be produce to the receiving location. If a lift cannot be certified, the technician must provide a detailed breakdown that fully describes the required repairs. This breakdown relative to repairs will comport to the menu of pricing submitted at the time of quote. At the time of quote, vendors will be required to fill out its pricing relative to parts, components, service hours, and any incidental expenses such as travel. This menu of pricing shall be used during all ordering periods when performing repairs, if any. This estimate is separate and distinct from the Preventative Maintenance (PM) that is performed by the owner-operators which is conducted every 90-Days by the respective shop personnel. The purpose of this notice is to conduct market research to determine if capable, interested sources exist to assist in determining if this effort can be set-aside for small business (to include 8(a) Business Development Program participants, Historically Underutilized Business Zone (HUBZone) small business concerns, Service disabled veteran-owned (SDVOSB), and Women-owned small businesses (WOSB)), and to improve the Army's approach to acquiring the identified services. Vendors who anticipate being able to participate and support all states, with the exception of Puerto Rico are encouraged to provide their submissions but clearly identify in their submissions an inability to service lifts located in Puerto Rico. The Army is committed, when conducting market research, to request no more than the minimum information necessary from potential sources. With that in mind, the Army requests the following information: 1. Please provide information sufficient to form a basis for the Contracting Officer to conclude there is a reasonable expectation that offers would be obtained from at least two responsible small business concerns and that an award would be made at fair market prices. 2. Personnel/Vendor Qualifications: Contractor personnel physically performing work, e.g., technicians performing annual inspections must successfully pass a background check. The contractor shall provide personnel who shall possess the following qualifications and experience: Qualified lift inspectors who are fully informed, experienced, and capable of ensuring that all USG lifts are fully compliant with the standards and policies as set forth in the most current, effective ANSI/ALI ALOIM (American National Standards Institute), (Automotive Lift Institute) standard for automotive lifts and those requirements as established by ARI-HETRA. Ability to track, maintain, and chronicle lift certifications and repairs, and provide that information to the requiring activity on demand; ability to prepare reports and projections relative to life-cycle calculations for the lifts. Ability to order all necessary replacement parts from ARI HETRA. Provide verification regarding what states/locations can be supported under contract 3. Experience: Selected Company should have at least five years of successful company history in vehicle lift maintenance, repairs, and certifications. 4. SUBMISSION GUIDELINES: Responsible, qualified firms interested in supporting the subject requirement for the 81st RSC Vehicle Lift Services requirement are to prepare a response (no more than 3 pages in length) to include the following information: 1. Company Name with Point of Contact 2. DUNS Number and CAGE Code 3. Small Business Certifications (if applicable) 4. A brief description of your company and its capability to fulfill this requirement.
