- The U.S. Army Contracting Command-APG, Directorate of Contracting, Huachuca Division intends to solicit a contract for a Director of Youth Ministry at Fort Huachuca, AZ. The primary type of work is to provide basic religious understanding of life events through fellowship activities, youth meetings and events, Bible studies, retreats, camps and mentoring programs involving youth of assigned installation personnel under North American Industry Classification System (NAICS) Code 813110. The small business size standard for this NAICS is $7.5M average annual revenue for the last three fiscal years. Scope of Work. The purpose of the Youth Religious Activities non-personal services contract is to provide appropriate opportunities for the middle school (grades 6-8) and senior high school (grades 9-12) students to develop a pluralistic, spiritually or religiously based framework for daily living. Youth Religious Activities are specifically non-denominational in scope, applied within a pluralistic military community environment, and must accommodate the free exercise needs of all participants providing specialized Youth Religious Activities as outlined in AR165-1. The Contractor will provide weekly youth meetings for middle and senior high school youth of assigned installation personnel and conduct other youth religious activities to include community projects, retreats and camps, and mentoring programs. The Contractor shall perform promotional endeavors and advertising campaigns, maintain adequate records of functions, attendance, project the timely supply of needed material and classroom supplies for study events and/or youth meetings, conduct volunteer training and youth leader development classes, and answer community inquiries regarding the youth of the chapel activities and outreach programs. Specific Tasks include the following: Youth Group Meetings. Plan, coordinate and conduct group meetings, normally of one hour in duration and accommodating groups of three or more, for middle and senior groups focusing on spiritual, ethical, and moral life-style. Provide for Catholic and Collective Protestant requirements. Apply a needs assessment survey to scope the meetings, programs, and activities to meet the needs of the target demographic population and attendees. Special Events. Plan, coordinate and conduct special events, which may consist of community service projects and other similar activities, monthly for each middle and senior high group, which focus on team building, community responsibility, spiritually based life-style, and faith sharing. (Special events will normally consist of activities involving ten or more youth within the community and be of at least one workday (8 hours) in duration. A special event such as a community service project may be conducted over several days.) Apply a needs assessment survey to scope the activities to meet the needs of the target demographic and the attendees. Submit after Action Reports (AARs) to the POC within one week of completion of the special event. 5-Day Camp. Plan, coordinate and conduct one 5-day camp for each middle school and senior high group. Prepare and submit a program plan that includes camp dates and locations, schedule of activities and study topics, objectives, method of evaluating program, funding requirement, facility needs, and volunteer requirements. (Camp shall supplement the Installation Youth of the Chapel program and shall not include camps or retreats sponsored by any other institution or organization.) Submit AARs to the POC within one week of completion of the camp. Retreat/Lock-Ins. Plan, coordinate and conduct retreats and /or one over-night lock-in for middle and senior groups. Provide the Installation Chaplain no later than 30 days prior to the events, a program plan to include location, time, date of event, objectives, method of evaluating program and resource requirements. Submit AARs to the POC within one week of completion of the retreat or lock-in. Community Service Project. Develop and write a program plan, and implement the plan, for one five-day community service project that includes name of project, dates of project, and objectives of project. List methods of evaluating program in accomplishing objectives, needed funding and types of funding that will be required to fulfill program. Submit AAR to the POC within two weeks of completion of the community service project. Volunteer Management. Train volunteers that support and participate in the Youth Religious Activities programs and events as required. Maintain volunteer utilization files to include volunteer's name, recruitment date, utilization, training, and hours volunteered. Maintain records of all youth activities/events to include number of volunteers utilized and number of persons attending each event. Meetings. Meet with the POC once a month (one hour) to discuss quality of the delivery of the services of this contract, program statistics, and progress. Provide a monthly statistical report on the number and type of youth events, attendance at each event, events completed, number of events planned for the next 90 days, publicity plan for programs, number and type of training events conducted and attendance. School Visits: Visits to various schools in the local area, making contact with children through invitation to chapel events. Other Tasks. The Contractor shall accomplish the following tasks in conjunction with youth meetings, special events, retreats and camps. The following requirements are common expectations for all deliverable end services under this contract. Market and advertise the programs, events, and activities to include camera ready copy to the Installation Senior Chaplain's Office for advertising and promoting youth activities by use of chapel bulletins, the post bulletin, bulletin boards, flyers, the community newspaper, and any other appropriate media. In accordance with AR 165-1 and directives from the Installation Senior Chaplain's Office, the Contractor shall be responsible for maintaining records and files incident to the services provided in this contract. Files must be maintained in a secured area (an office area that can be locked) and are the property of the U.S. Government. Qualifications. Individuals providing youth ministry or employees of a contractor providing such services must have training in Youth Religious Activities as evidenced by work experience. Contractor shall possess the ability to communicate effectively with chaplains, volunteers, and Government representatives in English orally and in written format (i.e. advertising and marketing, instructions, invoices, etc.). Ability to speak English clearly and with excellent comprehension is essential. Contractor shall have the ability to interact effectively with individuals from different religious groups. Background Check: According to DA Circular 690-95, AR 215-3 and AR 608-10, before any Contractor or any contractor employees begin classes, all persons working in direct contact with children under the age of 18 must submit to a background check to ensure such individuals have had no allegations of improper behavior involving child abuse or drug use. The Contractor shall supply all necessary information to complete the background check (s) to the Installation Senior Chaplain's Office. The Contractor or any contractor employee shall not instruct any classes without quote mark line of sight observation quote mark by an Installation Senior Chaplain's representative until satisfactory results of said background check have been received. A solicitation will be released after completion of market research.
