- This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following: Supporting the tactical situational awareness for CBRNE units is something DTRA has recognized as an investment priority. Today, DTRA J9 has direct investments in a number of situational awareness tools including: - Mobile Field Kit - Android Tactical Assault Kit (ATAK) - RaptorX - SensorWeb Enablement - Integrated Sensor Architecture (ISA) Many of DTRA clients use different tactical situational awareness tools to meet their mission needs. In every case, interoperability between these tools is limited at best. One of the focuses of DTRA/J9 is to blur the lines between these tools so they function well together. Ideally, different units responding to the same event would be able to easily share information across their tools so team members can see additional position, chats, media, and sensor data. In order to advance the interoperability between situational awareness tools, DTRA/J9 seeks the ability to test and validate technologies within these situational awareness tools. DTRA/J9 seeks performers capable of establishing an integration test capability to provide detailed reports on how well given technologies do or do not function within and across situational awareness tools. Specific requirements are as follows: • The sources should have access or the ability to obtain access to facilities that are suitable for testing and training o Areas with long line of sight and few obstacles (e.g. an airfield or rural outdoors) o Areas with limited line of sight (e.g. urban outdoor environments with roadways and moderate to high density of buildings) o Areas with extremely limited line of sight (e.g. urban indoor environments and dense foliage) • Have experience acquiring, maintaining and operating equipment such as o Tactical radios (e.g. Rifleman, Cub) o Detectors (e.g. Radiation sensors, chemical sensors, biological sensors) o IP based camera systems o Computer systems (servers, laptops, tablets) o Mobile computer systems (smart phones, tablets) o Data cellular plans o Computer networking (e.g. internet, DoD unet, SIPR) o Transportation and suitable storage needs (such as crates) • The ability to conduct independent testing to evaluate the status of technologies and their ability to integrate with identified situational awareness tools such as Mobile Field Kit, ATAK, RaptorX, SensorWeb Enablement, ISA • Have access to equipment, facilities, and services to support integration testing and training events with user participation. • Ability to perform classified work at the Secret level. • Ability to facilitate and conduct peer-review of technical material. Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a two (2) page white paper in 12 point Courier New font, not including cover page, cover letter and table of contents. Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Firms responding should include their DUNS number, cage code and indicate whether they are a small business. Electronic responses are required and shall be submitted to: luke.erikson@dtra.mil. All emails should include in the subject line the Reference Number and the submitting organization's name. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
