Description
This is a Sources Sought RFI Notice only. This is not a Request for Proposal (RFP). The Department of the Navy (DoN) seeks to identify interest and sources for developing renewable energy generation, primarily photovoltaic (PV) production facilities at Naval Air Station (NAS) Lemoore compatible with the station ™s operational mission. NAS Lemoore is an active military installation, and is the Navys newest, largest, and only west coast Master Jet base. Its principal mission is to support Strike-Fighter Wing, U.S. Pacific Fleet and to train, man, and equip west coast Strike-Fighter squadrons. NAS Lemoore has identified four individual parcels totaling 5,728 acres for potential renewable energy generation facilities. These parcels are all DoN land and are currently being leased as commercial agriculture land. A map of the sites is included as Attachment 1 to this notice. The map includes the NAS Lemoore 69kV substation, Pacific Gas and Electric (PG and E) Henrietta 230kV substation and transmission lines. The DoN is currently performing a NEPA Environmental Analysis (EA) on the site that is expected to result in a Finding of No Significant Impact (FONSI) by October 2015. It will be determined at that time, whether the entire 5,728 acres can be used for renewable generation, however it is anticipated that at a minimum, 3,000 acres will be available. The FONSI is based on a proposed action specific to PV infrastructure. Other types of renewable generation are not considered in the EA. The DoN will consider opportunities to host the private development of large-scale renewable energy generation facilities, in accordance with 10 USC 2667 lease authority, and is seeking information on developments that would generate power for sale to the grid, such as an Renewable Portfolio Standard contract with a regulated utility or other third party off-taker. At this time, the DoN does not intend to consume any energy on-site, or be a major off-taker. However, in lieu of cash consideration for a potential lease arrangement, the DoN may seek in-kind consideration in the form of energy being provided to NAS Lemoore, for energy security purposes, in the case of a utility grid outage. Other considerations, such as energy storage and/or microgrid infrastructure to enhance energy security are highly desirable. The specific information the DoN seeks at this time is: (1)Name and brief description of company (2)Capability and pertinent experience (3)The renewable resources and technologies that maximize the land opportunity and benefits to NAS Lemoore and DoN. (4)The size and capacity of the generation asset that maximizes the land opportunity. Describe what type of arrangement is envisioned for third party offtake. If a combination or other arrangements are envisioned, provide discussion. Provide discussion on how each opportunity was considered with respect to the following: (a)Constraints and capabilities of transmission access and capacity that affect the opportunities at NAS Lemoore. Indicate if and when a CAISO Interconnection Agreement can be obtained. (b)If a merchant generation asset is envisioned, discuss market opportunities in detail. (c)Incentives (State and Federal, etc.) and their application to capital investment costs, operations and maintenance, etc. (d)Other risks and opportunities, including impacts to the NAS Lemoore mission, and any other information helpful to the DoN to formulate a strategy for the land opportunity. (5)Indicate what timeframe a potential development at NAS would maximize the land opportunity. Discuss the factors that are used to determine that timeframe, e.g. tax incentives, etc. (6)Indicate what additional information would be helpful in determining the opportunities and risks, e.g. site survey, technical/load information, etc. (7)Any innovative and/or new conceptual ideas and recommendations for alternatives for the sale of power and/or arrangement for the taking of power. (8)Financial capacity to develop and construct a renewable generation asset. All information submitted will be considered confidential. It is not mandatory to submit a response to this RFI to participate in a formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence how the DoN proceeds in such a process. The desired goal of the DoN for this notice is to solicit maximum industry participation, which will allow the DoN to formulate a concise strategy in a timely manner. This RFI shall not be construed as a RFP or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the requested information. Respondents will not be notified of the results of this market research. The Government reserves the right to cancel this notice at any time. The response to this notice is due April 8, 2015.
