- Notice of Contract Action (NOCA) - Dynamic Retasking Capability (DRC) Operational Support (OS) to include Depot and Field Support. The Government anticipates RFP release on or about 7 May 2015. Attached are the Government Responses to the first round of Industry Questions dated 9 March 2015. Notice of Contract Action (NOCA) - Revision Notice of Contract Action (NOCA) - Dynamic Retasking Capability (DRC) Operational Support (OS) to include Depot and Field Support. The Government anticipates RFP release on or about 7 May 2015. This NOCA does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach; the Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice. Battle Space Communication Branch (HBDC), Theater Battle Control Division (HBD), Battle Management Directorate, Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA intends to award a competitive one (1) year contract with two (2), one (1) year options providing OS to Dynamic Retasking Capability (DRC) systems. This competitive action will be a set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The DRC system provides a Roll on / Roll off (RORO) Line of Sight (LOS) and Beyond Line of Sight (BLOS) Tactical Data Link (TDL) communication capability. OS consists of Field Support, Depot Support and supporting CLINS. The DRC program anticipates a transition from OCONUS contractor Field Support to organic Government support by July 2016; therefore, OCONUS Field Support is anticipated to be listed as an option in the base and each of the follow-on option years. Depot Support will be provided by the contractor from its CONUS based location for all CONUS/OCONUS based DRC assets. Contractor provided Depot Support will consist of Depot management, help desk, technical/engineering support, troubleshooting, repair, and spares management/warehousing. OCONUS Field Support options will consist of on-site management, technical support, pre and post mission setup/breakdown, troubleshooting, Line Replaceable Unit (LRU) removal/replacement, local spares management/shipping, and user on-the-job training (OJT). The DRC system is comprised of TDL communication equipment and associated interface software. DRC enables MAF aircrews to interface with Command & Control (C2) nodes and other aircraft within the TDL Network (TDN) while simultaneously extending the network connectivity to BLOS locations. DRC enhances communications and subsequently mission effectiveness, and improves force protection. The DRC system provides aircrews with enhanced in flight Situational Awareness (SA), increased threat awareness, and dynamic re-tasking of air-land and airdrop missions. The DRC system was developed by Northrop Grumman. DRC contains Government Furnished Equipment (GFE), Commercial Off The Shelf (COTS) hardware and software, and Northrop Grumman developed integration and message processing software for which the Government has Government Purpose and Restricted rights for certain non-severable Computer Software Configuration Items (CSCIs). All DRC executable software required to perform the above described Depot and Filed Support will be provided as Government Furnished Property (GFP). This NOCA does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach; the Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice.
