- MEMORANDUM FOR ALL INTERESTED PARTIES FROM: 36 CONS/LGCB Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. F1C2MU5054A001 for Thermal Arc Spray Test Equip is hereby issued as a request for quotes on the below BRAND NAME items. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for quotation. 3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-80. 4. This solicitation has been set aside for 100% Small Business under the 334513 NAICS Code, with a small business size standard of 500EMP. 5. The government request quotes for the following items; CLIN DESCRIPTION QTY UNIT PRICE TOTAL PRICE 0001 PosiTest AT-A Tensile-Adhesion Tester (Automatic) 2 0002 PosiTest AT-A Tensile-Adhesion Tester (Manual) 1 0003 PosiTest AT Verifier 2 0004 Adhesive Kit for PosiTest AT [ATADHESIVEKIT] 3 0005 ) PosiTector Inspection Kit KITFNS3 [KITFNS3] 2 0006 PosiTector 6000 FNS interchangeable coating thickness probe [PRBFNS-D] 2 0007 Shipping 1 6. The government requests that all items be delivered by NLT 20 MARCH 2015 to 36 MUNS, Andersen AFB Yigo, GU 96929. If this delivery schedule cannot be met, the contractor must specify the proposed delivery schedule in the quote. THIS REQUIREMENT CANNOT ARRIVE LATER THAN SPECIFIED DATE, EXPEDITED SHIPPING IS ACCEPTABLE. 7. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows; (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 8. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record. 9. FAR 52.212-4 Contract Terms and Conditions -- Commercial applies to this acquisition. 10.
