Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award, on a sole source basis, a cost plus fixed fee, firm-fixed price contract to Advanced Navigation and Positioning Corporation (ANPC) Hood River, OR for an Aircraft Landing System. SPAWARSYSCEN Atlantic has a requirement for precision landing systems to replace the current Microwave Landing System (MLS) at McMurdo Station airfields. The Transponder Landing System (TLS) is a ground-based guidance system capable of supplying vertical and horizontal approach guidance to terrain-challenged airports. These precision landing systems will provide all current aviation service providers for the United States Antarctic Program (USAP) the ability to make precision approaches to McMurdo Station, Antarctica landing facilities during instrument meteorological conditions to CAT I minimums (200ft / 0.5mi) or as modified due to airfield constraints. ANPC is the only source capable of furnishing TLS and support. ANPC is the Original Equipment Manufacturer (OEM) of the equipment being procured and holds all proprietary rights to the equipment. The Federal Aviation Administration (FAA) Flight Inspections and International Civil Aviation Organization (ICAO) has certified TLS in austere polar weather conditions. Authority for other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334511, and the size standard is 750 employees. This announcement is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within seven (7) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
