- The Mortar Weapon System Request for Proposal (RFP), W15QKN-15-R-0017, shall be released in three (3) Parts. The Part 2 release is as follows: 1) Part 2 will consist of DRAFT versions of all Sections A through K of the uniform contract format. This includes any revisions/updates that were made to Sections B and C, which were originally posted in the Part 1 release on 10 February 2015. Therefore, the previous versions of Sections B and C are now obsolete and these revised versions take complete precedence under Part 2. All attachments found under Section J of the DRAFT Part 2 Section A through K are attached in this Federal Business Opportunities (FBO) announcement. Part 2 will provide offerors with an opportunity to review and become familiar with all necessary Clauses, Provisions, and Attachments to be included in Sections A through K. 2) To obtain a copy of the Technical Data Package (TDP), offerors will be required to submit the following forms: Military Critical Technical Data Agreement (DD Form 2345) (Attachment 0005), Non-Disclosure Agreement (NDA) (Attachment 0004), and an AMSTA-AR 1350 (Attachment 0006), which are attached in this Federal Business Opportunities (FBO) announcement. These forms and documents can be sent via e-mail to the Point of Contract/Contract Specialist listed in Section A. Once completed and returned, it will then be determined by the Government to give access for the Technical Data Packages (TDPs) in DRAFT form to the offerors. The DRAFT TDPs will be located under the (Packages) tab of this FBO announcement. Note: Please be advised that the Technical Data Package (TDP) for the M326 Mortar Stowage Kit is now available for release at this time. 3) Part 3 is still expected to be released within approximately 30 calendar days (if not sooner) and will constitute the complete and final version of the RFP. Part 3 will include Sections L and M, which shall provide all necessary instructions for submitting a proposal to the Government and information as to how that proposal will be evaluated. Again, following the release of Part 3, the Government reserves the right to cancel, edit, or amend any RFP Section prior to the final date for submission of proposals. The Government is not soliciting any proposal submissions in response to the DRAFT Sections of the RFP that will be released with Parts 1 and 2. The final date for submission of proposals will be included in the Final RFP released as Part 3.
