- Justification and Approval for other than full and open competition of the O'Neill Causeway-Lomasney Security Construction. The US General Services Administration (GSA) has a requirement to replace the temporary bollards on Causeway Street and Lomasney Way with new fixed security bollards at the perimeter of the Thomas P. O'Neill, Jr. Federal Building, 10 Causeway Street, Boston, MA 02222. GSA has identified the following key circumstances for the project: A) To comply with Interagency Security Criteria - Physical Security Criteria for Federal Facilities and the GSA Public Buildings Service (PBS) Site Security Design Guide standards, the bollards are, and must be, located on property owned by the City of Boston (henceforth "the City"). B) The City's Public Works Department issued a full and open solicitation for street and sidewalk improvements in the immediate area around the O'Neill Building including on Causeway Street and on Lomasney Way in Capital Improvement Project 14-22: Connect Historic Boston. C) The City's project has scheduled the temporary bollards to be replaced / reconfigured; GSA has proposed to take advantage of the opportunity to replace the temporary bollards in coordination with the City's excavation of the existing sidewalk, which will result in a reduced cost to GSA and the taxpayer. GSA intends to fulfill its requirement for new fixed security bollards by awarding a firm-fixed-price contract to the awardee of the City's contract as the only responsible source without providing for full and open competition. The Justification and Approval for other than full and open competition is attached to this notice. The magnitude of construction for the instant contract is estimated between $1,000,000 and $5,000,000 (FAR 36.204).
