Description
**RESTRICTED to the WCIS BOA HOLDERS** **Solicitation will be released only to WCIS BOA Holders** ACC-RI will issue a Request for Call Order Proposal on or about 18 March 2015. This RFCOP will be for the Mission Command Facility (MCF) Phase 1 located at Ft. Shafter, HI, and restricted to the sixteen (16) WCIS BOA holders. This action will be evaluated on a Best Value Trade Off basis with the following factors and subfactors: Factor 1: Technical Approach Subfactor 1 - SDP and SDP Supplement Subfactor 2 - LOM Subfactor 3 - Warranty Information Factor 2: Management Approach Subfactor 1 - Management Plan and Key Personnel Resumes Subfactor 2 - Corporate Experience Subfactor 3 - Training Plan Factor 3: Price Factor 4: Small Business Participation Factor Relative Order of Importance: Factor 1: Technical Approach is more important than Factor 2: Management Approach Factor 2: Management Approach is more important than Factor 3: Price Factor 3: Price is more important than Factor 4: Small Business Participation Factors 1 and 2, when combined are significantly more important than Factor 3 Subfactor Relative order of Importance: Factor 1: Technical Approach Subfactor 1 is slightly more important than Subfactor 2. Subfactor 2 is more important than Subfactor 3. Factor 2: Management Approach Subfactor 1 is more important than Subfactor 2 Subfactor 2 is significantly more important than Subfactor 3 The Government will evaluate proposals in two (2) phases. Phase 1 - Factor 1 Evaluation Factor 1 Technical Approach: The SSEB will evaluate each offeror against the RFCOP criteria to determine if the Offeror has the technical expertise and personnel required to implement and manage the project IAW the PWS and SRD requirements. The SSEB will evaluate each proposal for an overall assessment of the Offeror's SDP, SDP Supplement, LOM, and Warranty Data. The Government will then make a technical acceptability assessment for the technical gateway in order to establish the first competitive range. Phase 2 - Factor 2 and 3 Evaluation During Phase 2 of the evaluation, the SSEB will evaluate Factor 2 Management Approach, Factor 3 Price, and Factor 4 Small Business Participation of those proposals which met the criteria in Phase 1 of evaluation and are included in the first competitive range.
