- NFFM7320-15-00614 DRAFT SOW This Request for Information and Request for Information (RFI)/Sources Sought is for Planning Purposes Only The Government does not intend to award a contract on the basis of this RFI/Sources Sought notice or to otherwise pay for the information solicited. Your response to this RFI/Sources Sought will be treated as information only. It shall not be used as a quote. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA, on behalf of the National Marine Fisheries Service (NMFS), is conducting market research in an effort to identify all potential industry sources with the capabilities to provide support for the 2015 Satellite relayed data loggers. The North American Industry Classification System (NAICS) code for this requirement 541712, with a size standard of 500. This RFI/Sources Sought will be used solely for market research and does not constitute a solicitation. REQUIREMENT DESCRIPTION Producing reliable abundance estimates is a key component of the NMFS protected species stock assessment plans. In the Northwest Atlantic, NOAA, NMFS, Bureau of Ocean Energy Management (BOEM), U.S. Fish and Wildlife Service (FWS), and the US Navy are partnering to form the Atlantic Marine Assessment Program for Protected Species (AMAPPS). As part of the current AMAPPS project as well as historic NOAA projects, millions of dollars have been spent on line transect aerial surveys for protected species. Availability bias and perception bias are two types of negative biases that can affect abundance estimates produced from line transect survey data. Perception bias occurs when animals are available to be seen but are missed by observers; there are well-developed methods which NMFS is using to adjust abundance estimates for perception bias. Availability bias occurs when turtles are not available to be seen by visual survey observers (i.e., if animals are diving deep below the surface), and it can be a substantial source of bias. Without explicit consideration of availability bias, line transect methods may be unacceptably biased for marine animals like turtles and whales. As part of AMAPPS, the NMFS is activity working to better incorporate availability bias into the analysis of line transect survey data by incorporating turtle behavior data collected from turtle-borne data loggers. The NMFS together with non-governmental organizations have previously deployed satellite relayed data loggers (SRDL) on loggerhead sea turtles captured in offshore Mid-Atlantic waters. The Protected Species Branch of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is looking to build on this foundation by deploying additional satellite relay data logging tags on hard-shelled and leatherback sea turtles. RESPONSE INSTRUCTIONS Interested Contractors should include the following in their response: • Capability statement (core competencies and other relevant information); • Company size status under NAICS code 541712 (small business concern per 13 CFR, educational institution, federal, local or state entity, commercial entity, nonprofit organization, etc.); • Socio-economic status under NAICS code 541712 (8(a), hubzone, small disadvantaged business, service-disabled/veteran owned, women owned, etc.); • Relevant past performance. Relevant past performance is performance under contracts or efforts (within recent years) that is of the same or similar scope, magnitude, and complexity to that which is described in this RFI/Sources Sought. Include a list of current or previous contracts performed within the recent past that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. Limit this list to a maximum of three (3) contracts. Responses to this RFI/Sources Sought are due no later than 5:00 PM ET., March 10, 2015.
