ALSO, ALL BUSINESSES REGARDLESS OF SIZE ARE ENCOURAGED TO SUBMIT A RESPONSE TO THIS ANNOUNCEMENT. **************************************************************** Design Build (DB) General Construction (GC) Multiple Award Task Order Contract (MATOC) for Fort Jackson, SC. PURPOSE OF THIS ANNOUNCEMENT : This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential qualified small business concerns relative to the North American Industry Classification codes (NAICS) 236116, 236118, 236210, 236220. The Small Business size standard for this NAICS code is $36.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. If inadequate responses are received, this solicitation may be issued for full and open competition. INFORMATION ABOUT THE SERVICES TO BE PROCURED : The Charleston District, U.S. Army Corps of Engineers requires the services of general construction firms with design-build capabilities to perform under a MATOC for work primarily on Fort Jackson, SC. Projects may also be located throughout the Southeast Region (North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, Arkansas, Tennessee, and Kentucky); Task orders under the MATOC are expected to be as large as $50M and may vary among the following types of construction work (design-build or design-bid-build): Vertical Construction : - Buildings: New construction, rehabilitation, renovation and repair of buildings, building additions, pre-engineered buildings and other structures (e.g. open bay pre-engineered, storage facilities, training ranges, etc.). Building renovations to include: floors, ceilings, walls, windows, doors, painting, electrical & mechanical upgrades, furniture incidental to construction (e.g. workstations), lead, asbestos and mold remediation, interior and/or exterior painting of new and existing facilities, and work incidental to surface deterioration (e.g. patching drywall, replacing siding, trim work, etc). - Building Systems: New construction, rehabilitation, maintenance or repair of HVAC systems, plumbing systems, waste water drainage systems, fire alarm, fire protection sprinkler systems, fire suppression systems, back flow preventers, all devices, equipment and components associated with constructing and installing these systems. - Roofs: Replacement and repair of roof and roofing systems. Work will include gutters, downspouts, flashing, fascia and soffits. Incidental damage (e.g. ceiling replacement, painting and carpet cleaning) as a result of roof leaks. - Anti-Terrorism Force Protection of new and existing facilities: Building and site security for both new and retrofit construction (e.g. site layout, security design, building construction, security equipment, threat development, level of protection, and design constraints and communications) Horizontal Construction: - Roads: New construction, rehabilitation and repairs of highways, roads, streets, airport runways, concrete aprons, sidewalks, firing ranges, trails, obstacle courses, storm drainage, landscaping, sodding, detection loops, bridges, parking lots, traffic lines, traffic markings, etc. - Utilities: New construction, rehabilitation, maintenance or repair of interior and exterior utility systems and lines. Work may include but not be limited to the following: Interior and exterior high and low voltage electrical lines, communication lines, (telephone & data lines), communication systems, security & security camera systems and cabling, emergency generator systems, etc Incidental Work : - New construction, renovation, rehabilitation repair or demolition services incidental to the tasks performed in any of the above paragraphs. Work includes, but is not be limited to, carpentry, painting, lighting, and similar minor electrical work that may be required to provide a complete, safe and usable facility during and after the course of roofing, mechanical, plumbing or painting services. - Testing, reports and surveys associated with new construction, renovation, rehabilitation of, repairs and additions to, buildings (including lead and asbestos), structures, roads (including traffic/pedestrian patterns), drainage systems, mechanical systems and utility systems. Further details will be provided in the solicitation when it is posted. REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT : (1) Your firm's intent to submit a proposal for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number OR a copy of your entity record on SAM.gov. (4) Size of firm (large or small), to include category of small business if applicable, such as 8(a), HUBZONE, or SDVOSB. (5) Bonding Capacity (6) Statement of Capability (SOC) stating your firm's skills, experience, and knowledge required to perform the specified type of work. This should include documentation of past experience and competence in delivering similar requirements, for which your firm was the prime contractor. The SOC should be no more than three (3) pages in length and identify the types of projects your firm has completed, the services which were provided, and any special challenges encountered and innovations delivered as a result. At a minimum, the SOC should describe three (3) examples of recent construction projects completed within the past five (5) years. Provide also up to three (3) construction IDIQ contracts your firm has had within the past five (5) years. The submitted projects should be relevant to the desciption about in the paragraph entiteld "INFORMATION ABOUT THE SERVICES TO BE PROCURED". NOTE : IF YOUR FIRM (LARGE OR SMALL) WOULD BE INTERESTED IN BEING A CONTRACTOR ON THIS MATOC, YOU ARE ENCOURAGED TO SUBMIT A RESPONSE. HOWEVER, IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. To ensure your submittal is received and processed, please subject your email "SS RESPONSE: W912HP-15-R-0009 FIRM NAME HERE" Responses will be accepted for approximately two weeks following the posting of this announcement. For the exact deadline, see the response date on the announcement page. Late responses may be considered, however interested parties are advised that an acquisition strategy decision will be approved ASAP after the deadline, and as such the Government reserves the right to disregard late responses. PLANNED SOLICITATION : A pre-solicitation announcement will follow this market survey, and the solicitation will follow after that, no sooner than 15 days later. Currently it is estimated that the formal solicitation could occur anytime before August 30, 2015. The acquisition will be a two-phase source selection in accordance with FAR Subpart 36.3. Phase one proposals for qualifications will be due no less than 30 days from the initial solicitation date. The most highly qualified phase one offerors will be selected for phase two, which will involve technical and price proposals and negotiations if necessary. The solicitation and any subsequent amendments will be posted to FedBizOpps (FBO) at www.fbo.gov. The solicitation documents will only be made available in electronic format, downloadable from FBO. No CD-ROMs or hardcopy documents will be distributed. Interested parties must be registered in FedBizOpps and the System for Award Management (SAM) at www.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register SAM & FBO and to monitor for notices, amendments, etc. Prospective Offerors are advised, to be eligible for award of the contract resulting from this solicitation requires an active SAM registration, to include satisfactory completion of the applicable online representation & certifications. PLANNED CONTRACT INFORMATION : The intent is to award a Multiple Award Task Order Contract (MATOC), consisting of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Firm Fixed Priced (FFP) services. The planned duration for the contract is a total of five years, consisting of a one year base ordering period plus four options for ordering periods of one year each. The anticipated capacity of the resulting MATOC is not to exceed is $250M (total combined capacity). Task orders will be issued as needed. Contracts awarded as a result of this announcement will be administered by Charleston District primarily for work on Fort Jackson, SC. However it may be used on federal projects elsewhere under its jurisdiction and, if requested, for other Corps of Engineers Districts within the South Atlantic Division. The Government will be seeking firms with design-build capabilities that will specialize in general construction work on Fort Jackson and will need firms capable of competing for large projects upwards of $50M. If there is significant interest among small business offerors and an indication that there are enough capable small firms to compete for smaller task orders, the acquisition may involve two pools for competition (or two separate MATOCs)-reserving one specifically for small business (or a specific set aside). ***ALL FIRMS REGARDLESS OF SIZE ARE ENCOURAGED TO RESPOND AND PROVIDE CAPABILITIES STATEMENTS***
