Issued by: This Request for Information is being issued by the Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Program Contract Activity - Central (PCAC) on behalf of VA, VHA Office of Information & Technology, Interoperability Office/VLER Health. RFI Purpose: This RFI is a market research tool to survey the commercial market place for written responses with information to assist in identifying potential sources that are interested and reasonably capable of performing the work described herein. The government is seeking to obtain feedback as well as any questions or concerns regarding the draft scope of work to enable to government to move forward and mirror industry best practices and procedures. Requirement Background: Within the Veterans Health Administration, the Office of Informatics and Analytics, Virtual Lifetime Electronic Record (VLER) Health Program Office takes a leadership role in promoting the safe and secure transmission of electronic health information. The goal of VLER Health is to improve the security and quality private health information transmission to reduce costs and improve patient safety and clinical decision making by providers. VLER Health seeks the expertise of a health informatics expert to analyze and incorporate testing and data validation tools to support eHealth Exchange structured and unstructured data, standardized testing and implementation strategies to support healthcare electronic health information exchange. Draft Scope of Work: The Contractor shall assess and evaluate existing barriers to successful health information exchange and design a cost effective implementation plan. The contractor shall develop testing enhancements to enhance successful partner testing and identify safety risks in product design at multiple stages of the development process. The Contractor shall monitor the application to develop tools to support query and retrieve functionality and develop specifications to support successful transmission of Consolidated-Clinical Document Architecture (C-CDA) documents. The contractors shall provide program support to the VLER Health Program Office in the form of analysis, workflow documentation, process reviews, and mitigation/remediation recommendations. The Contractors shall identify the Health Informatics principles associated with the software projects/products, hardware projects/products, and ergonomic requirements to document/identify user tasks and provide recommendations for user interface designs during the product lifecycle. The Contractor shall collaborate with internal and external resources to provide expertise in the development of health information technology (HIT) eHealth Exchange guidelines and best practices. Requirements: VA is seeking a contractor who has demonstrated experience in the following areas: A.Knowledgeable of eHealth Health Information Exchange B.Knowledgeable of software development lifecycle stages. C.Knowledgeable of HIT standards and references. D.Experience in program management. E.Experience in health information technology safety guidelines and best practices. F.Development and updating of a comprehensive project management plan. The capability statement must demonstrate a business's ability to fulfill the requirement as well as be responsive to the questions posed herein. Please specify the percentage of work the each company will perform. 8.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. B.Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. C.Experience 1.Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: A.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor) as it relates to the requirements in the section above titled "Draft Scope of Work". C.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 2.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 3.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided.
