Description
THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS) NOTICE ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids) This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. RESPONSES: Respondents to this RFI/SS Notice are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) CAGE code, (3) primary point of contact information, to include telephone number and email address and. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of two (2) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted to the contract specialist at yesenia.c.rodriguez2.civ@mail.mil; and the contracting officer at gary.d.hankins.civ@mail.mil, no later than 3:00 PM CDT, March 9, 2015. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. SPECIAL NOTICE: The U.S. Army Medical Command, Center for Health Care Contracting (CHCC) intends to award a short term contract for registered nursing services. It is anticipated that the indefinite delivery, indefinite quantity contract will have a period of performance from April 1, 2015 through September 30, 2015; and the contract will include FAR Clause 52.217-8, Option to Extend Services. DESCRIPTION OF REQUIREMENT: The U.S. Army Medical Command has a requirement to obtain personal services of registered nurses (RNs) for the San Antonio Military Health System (SAMHS), which is comprised of the San Antonio Military Medical Center (SAMMC), formerly Brooke Army Medical Center (BAMC), Fort Sam Houston, Texas; Wilford Hall Ambulatory Surgical Center (WHASC), formerly Wilford Hall Medical Center (WHMC), Lackland Air Force Base, Texas; and their outlying clinics throughout the San Antonio, Texas area. The scope of services provided at SAMHS covers the same range of services as those that are provided in civilian hospitals of similar size and complexity. SAMMC is a level one trauma center and features the burn unit, Center for the Intrepid, multiple critical care units, intensive care units, step down units, medical-surgical units, pediatrics, maternal child, surgical services, extensive specialty/subspecialty services supported by Graduate Medical Education program, ambulatory clinics, and other specialty clinics. WHASC is the largest outpatient surgical center in the Air Force and no longer provides inpatient services. The contractor shall provide employee support for a seven (7) day/week, 24 hour/day operation, to include holidays. All contract healthcare providers shall perform essentially the same functions, within the scope of acceptable practice for the specific specialty or position, as those required by the MTFs government service healthcare professionals of similar experience and in similar duty assignments. The contractor shall provide profile application packets on each employee who will be performing services under the contract no later than 10 business days prior to the start of work. The profile application packets shall provide the following information: (a) Completed Centralized Credentials Quality Assurance System (CCQAS) data entry form; (b) primary source verification of state licenses with expiration date, license number, name and contact information for individual performing primary source verification attesting to direct state verification and the method of verification; (c) education history with primary source verification of college attended/degree, (RNS must be a graduate of an Associate Diploma or Baccalaureate degree from an accredited school of nursing and provide a copy of the transcripts); (d) Certifications: Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Trauma Nursing Core Course (TNCC), and any professional certifications required for the position; (e) contractor conducted Criminal History Background Check; (f) employment history and resume; (g) immunization status and health examination date; and (h) skills assessment checklists, competency assessments, medication examinations, telemetry examinations, or any other skills verification necessary for specialty and location. QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their capabilities on the following questions related to the requirement. (1) Does your company currently have the capability to recruit approximately 300 registered nurses on short term notice for services to begin uninterrupted on April 1, 2015? Describe how your company possesses this capability. (2) Does your company currently have the capability to perform primary source verification and background checks for approximately 300 registered nurses; and submit profile application packets for each individual on short term notice for services to begin uninterrupted on April 1, 2015?
