- The Naval Air Systems Command (NAVAIR) intends to perform market research in support of a MIL-STD 1553 interface box for the UH-1Y and AH-1Z aircraft. The purpose of this Sources Sought is to identify candidate systems that meet the Government's requirements as reflected in this announcement. Candidates should submit a capabilities statement package as set forth below. THE PURPOSE OF THIS SOURCES SOUGHT IS FOR PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHER, THE GOVERNMENT IS NOT SEEKING PROPOSALS AT THIS TIME AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED BASED ON RESPONSES TO THIS SOURCES SOUGHT. The applicable North American Industrial Classification System (NAICS) Subsector code is 334- Computer and Electronic Product Manufacturing, Product and Service Code (PSC) 5895. For this NAICS code the size standard in 1000 employees per the 14 July 2014 SBA Table of size standards. All small businesses that meet the requirements are encouraged to respond. Specifically, the Government is evaluating the possibility of establishing this requirement as a Small Business Set-Aside. The Government requires responses to this Sources Sought to be focused on the following characteristics: •· Interface Box shall be Non-developmental (TRL-9) sub-system component for monitoring 1553 data from the aircraft and converting it to an Ethernet interface for use with other aircraft systems. •o TRL-9 maturity shall be described through past performance •o Provide points of contact for existing or previous customers •· Interface box shall include, at a minimum, one dual redundant MIL-STD 1553 interface. •· Interface box shall include 10/100 Mbps Ethernet, IEEE 802.3 compliant, managed switch functionality, enabling 8 individual external connections. •· Interface box shall include, at a minimum, 4 discrete outputs, controlled via the Ethernet bus. •· Interface box shall provide protocol conversion capability to convert MIL-STD 1553 messages to the Ethernet switch. •· Delivery of an initial quantity of twenty six (26) 1553 Interface boxes will be required. •· One system to be delivered no later than 30 days after receipt of order (ARO). •· Five systems to be delivered no later than 1 September 2015. •· Twenty additional systems to be delivered no later than 1 January 2016. •· Interface box shall be producible in adequate quantities to allow future production installations at a rate of up to 50 aircraft per year. The 1553 interface box also requires the following attributes: •· - The 1553 interface box must be suitable for integration into the UH-1Y and AH-1Z aircraft. •· - Interface box shall operate utilizing MIL-STD-704D compliant 28 Volts DC. •· - Interface box shall include provisions for vertical or horizontal mounting. •· - Interface box shall not exceed 5.7 inches by 7.5 inches by 2.7 inches or 115 in 3. •· - Interface box shall not exceed 4.5 pounds total weight. •· - Interface box shall utilize only MIL-STD 38999 interface connectors. •· - Interface box shall consume less than 30 Watts power. •· - Interface box shall not require external cooling, operating in a range from -40 C to +55 C continuous and up to 30 minutes at +71 C. •· - Interface box shall utilize at least 64 MB RAM. •· - Interface box shall demonstrate MIL-STD-461F (or equivalent) compliance. •· - Interface box shall demonstrate MIL-STD-810 (or equivalent) compliance. •· - Interface box shall demonstrate MIL-STD-704 (or equivalent) compliance. •· - Interface box shall have a reliability of greater than 300,000 hours Mean Time Between Failure (MTBF). •· - Interface box shall monitor and report internal operating temperature. •· - Interface box shall monitor and report internal Built-in-test (BIT) results. •· - Interface box shall not require any new Support Equipment (SE) or Peculiar Support Equipment (PSE). Interested small businesses should submit a brief capabilities statement package (not to exceed 10 pages) demonstrating ability to provide the requirements listed in this Sources Sought and any additional system capabilities. The capabilities statement package should include: 1. Company information, including name, address, and URL; 2. Whether the company is a manufacturer or a distributor; 3. A point of contact for follow-up information (phone number and email address); 4. Product name and information to include: data clearly defining system components and functions, minimum top level interface requirements, system total weight, demonstration of TRL-9 maturity, system flight qualification verification and test results, quantities and points of contact for any currently fielded systems and information on how long systems have been fielded; 5. Please indicate the level of training and user support that is available; 6. Lead time for ordering and delivery ; and 7. Methodologies of addressing obsolescence and any product risks. 8. If a commercial product, provide commerciality justification. 9. Indicate if any constituent components are from a foreign vendor or require foreign maintenance. 10. Describe maintenance philosophy, options and repair turnaround time. 11. Indicate if any data to support integration and maintenance is other than unlimited or Government purpose rights. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this Sources Sought. Classified material SHALL NOT be submitted. Interested companies should indicate whether or not they are a small, 8(a), WOSB, HUBZone, or SDVOSB business based on the applicable NAICS Code and corresponding size standard.
