- 04 March 2104- Revision Revised DRFP/document(s) posting date The Naval Air Systems Command (NAVAIR) tentatively plans to conduct a full and open competition for the AN/SPN-50(V)(1) Shipboard Air Traffic Radar (SATR) Technology and Risk Reduction Phase with an option for the Engineering and Manufacturing Development phase as addressed in the FEDBIZZOPPS synopsis of 23 December 2014. NAVAIR anticipates posting a draft Request for Proposal (RFP) for this requirement on 10 March 2015. A separate synopsis will be posted to FEDBIZZOPPS on 10 March 2015 which will provide instructions for accessing the draft RFP. In order to permit NAVAIR to assess industry interest in this requirement and obtain feedback on the draft RFP, an Industry Day for the AN/SPN-50(V)(1) SATR will be held from 17-18 March 2015 at Building 8125 at the Naval Air Warfare Center, Aircraft Division, St. Inigoes, Maryland (Webster Field). Companies interested in attending the Industry Day are requested to issue a written registration request (e-mail acceptable) by 3 March 2015 to the PMA-213 Procuring Contracting Officer, Mr. Dan Gentry. Mr. Gentry can be reached via e-mail at william.gentry@navy.mil and by phone at (301) 757-7069. Please note that the Government will NOT reimburse contractors for any expenses that they incur to attend this Industry Day or to prepare the on-on-one session briefing package requested below. Companies must a complete the attached Webster Field Base Access Request and submit it to Ms. Margie Rickerson at margie.rickerson.ctr@navy.mil or Ms. Deborah Briscoe at deborah.briscoe.ctr@navy.mil to arrange for access to the Base. Ms. Rickerson's phone number is (301) 995-8302, and Ms. Briscoe's phone number is (301) 995-6650. Please submit the Webster Field Base Access Request to Ms. Rickerson or Ms. Briscoe no later than 6 March 2015 to permit adequate time for submittal, processing, and approval of your request prior to the beginning of Industry Day on 17 March. Although Webster Field has a pass office, its hours of operation are intermittent and wait times at that office may be lengthy due to limited staffing. In addition, Webster Field is a working base and retired military ID is NOT sufficient to access this facility. Please check in at one of the Base Pass Offices at Gates 1 and 2 of the main NAS Patuxent River Base. These pass offices are located about 15 miles from Webster Field. The Gates 1 and 2 Pass Offices are open from 0630-1500, Monday through Friday. Please arrive at the Gate 1 or Gate 2 Pass Office no later than 0630 on 17 March to allow adequate time to obtain Base access and arrive at Webster Field by 0800. You must also complete the attached "Access Pass Registration, SECNAV 5512/1" for each person in your party and present the forms when you arrive at the NAS Patuxent River Base Pass Office in support of a new requirement for online background checks of all visitors prior to granting them access to the Base. This form is required in addition to the Webster Field Base Access Request discussed above. Please wait to sign this form until you arrive at the NAS Patuxent River Base Pass Office as it must be signed in the presence of Pass Office personnel. Conducting this background check will add approximately 20 minutes to your time spent at the NAS Patuxent River Base Pass Office. A general session open to all interested parties will be conducted from 0800 to 1030 on the morning of 17 March 2015. This general session will address the current status of the AN/SPN-50(V)(1) SATR effort, discuss known operational environments for the AN/SPN-50(V)(1) SATR, discuss a notional schedule for conducting the planned full and open competition, provide a briefing on the data rights provisions in the draft RFP, and receive vendor feedback on the draft RFP. Only registered attendees will be permitted to attend the general session. A maximum of three participants per firm for the general session will be permitted. In addition, up to 15 potential prime contractors for the AN/SPN-50(V)(1) SATR will be afforded the opportunity for one-on-one discussions with the Government. These one-on-one sessions will be held beginning at 1045 on 17 March and all day (0800-1730) on 18 March and will be limited to 45 minutes per prime contractor. These one-on-one sessions will be held at Webster Field and will be limited to registered attendees. A maximum of ten participants per firm for the one-on-one sessions will be permitted. Companies interested in obtaining a one-on-one session with the Government must address this issue in their registration e-mail to Mr. Gentry and provide a justification which describes their position as a potential prime contractor for the AN/SPN-50(V)(1) SATR. IN ADDITION, PLEASE ADVISE IF YOU PLAN TO PRESENT CLASSIFIED DATA DURING THIS ONE-ON-ONE SESSION. Companies who are registered for the one-on-one sessions will be given a briefing template for their use in preparing for this session. This briefing template, specific time, and location details for the one-on-one sessions will be provided by 09 March 2015. Companies who are registered for the one-on-one sessions are requested provide an UNCLASSIFIED briefing package to Mr. Gentry at william.gentry@navy.mil no later than 12 March 2015.
