Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a construction project involving maintenance dredging and advance maintenance dredging of the Cape Cod Canal, Federal Navigation Project (FNP) with potential for direct beach placement of the dredged material onto Town Neck Beach in Sandwich, to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The Cape Cod Canal is a highly dynamic area characterized by a combination of extremely strong tidal currents (sometimes greater than 5 knots) and shifting, sand wave shoal formations in various locations throughout the FNP. The proposed work involves maintenance dredging and advance maintenance dredging to remove approximately 150,000 cubic yards of clean sand and gravel from six areas in the authorized, 32-feet deep by 500-feet wide, main-ship channel (Canal) and the 25-feet deep East Mooring Basin (EMB) portions of the FNP. In order to extend the time between maintenance dredging events, advance maintenance is being proposed. The six shoal areas in the authorized 32 feet deep main-ship channel will be dredged to depths ranging from -36 feet Mean Lower Low Water (MLLW) to -40 MLLW (includes 2 feet of allowable over-depth). The authorized 25 foot deep EMB will be dredged to -34 feet MLLW (includes 2 feet of allowable over-depth). The majority of the advance maintenance dredging will be performed in the prism of the sand-waves (i.e. in the vertical dimension). The proposed work will be performed by a hydraulic hopper dredge with pump-out capability and all ancillary equipment necessary for direct beach placement of the dredged material. The hopper's drag heads shall be capable of removing greater than 1,500 cubic yards of material (weighing 130 lbs/cu.ft.) per day to depths as described above while operating in tidal currents that may exceed five knots. DISPOSAL SITES A study is currently underway to evaluate the Federal interest in beneficially re-using the dredged material from the Cape Cod Canal project to rebuild the dunes and beach berm (i.e. to protect the homes in the area) on a 2,500 foot long eroded section of Town Neck Beach in Sandwich. Town Neck Beach is located just southeast of the east entrance to the Canal. If the 204 study is completed in time to coincide with this maintenance dredging event, and results in a positive benefit/cost ratio, then the material dredged from the Canal could be placed on Town Neck Beach. The town of Sandwich has also expressed interest in receiving the material dredged from the maintenance dredging of the Canal regardless of the outcome of the Section 204 study; therefore there is a high likelihood that the dredged material will be placed onto Town Neck Beach. Alternatively, if for any reason the dredged material cannot be placed onto Town Neck Beach (e.g. non-Federal funding is unavailable), the Cape Cod Canal Disposal Site (CCCDS) would be used for the disposal of the dredged material from the Cape Cod Canal maintenance dredging. The CCCDS is a circular, open water disposal area, one nautical mile in diameter, located about 3 nautical miles northeast of the Cape Cod Canal Buoy #1. The center is located at 41 49'N, 70 25'W. The environmental window for the proposed work is anticipated to be November 1 - March 31; however that may change as a result of ongoing coordination with the federal and state environmental resource agencies. Work is anticipated to begin in the fall of 2015. The estimated construction cost is between $1,000,000 and $5,000,000. Interested firms should submit a capabilities package to include the following: business classification (i.e. small business) as well as demonstrating qualifications, equipment and experience (as described herein) with performing at least 3 projects involving maintenance dredging and advance maintenance dredging and direct beach placement of the dredged material. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due March 25 2015 by 5:00pm EST. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
