Description
The Bureau of Reclamation has a requirement for construction work to perform modernization of ten (10) existing elevators to provide ten fully functional elevators in compliance with current elevator codes. Eight elevators will be modernized at Hoover Dam and two elevators will be modernized at Parker Dam. The contractor shall provide all labor, equipment, material, transportation, and supervision to perform the following principal features of the work, including but not limited to: (1) Replace/Modernization Equipment per elevator: a. Machine Room: Control, Electrical and Mechanical b. Elevator Car: Controls, Electrical and Mechanical (2) All other components of the elevator system shall be inspected as identified in the Statement of Work. (3) All parts of the elevator equipment shall be of such design, size and material as to function as designed under all conditions. (4) All parts shall be built to standard dimensions, tolerances, and clearances. (5) The major elevator components shall be the products of manufacturers of established reputation, except they may be the products, either wholly or in part, of another manufacturer of established reputation provided such items are engineered and produced under coordinated specifications. The magnitude of this construction project is estimated to be between $5,000,000 and $10,000,000. This requirement will be solicited using full and open competitive procedures. The North American Industry Classification System (NAICS) Code for this acquisition is: 238290, Other Building Equipment Contractors. The small business size standard for NAICS Code 238290 is $15.0 million. This acquisition will be procured in accordance with FAR Part 15 Contracting By Negotiation. Proposals will be evaluated based on the evaluation criteria stated in the solicitation. The resulting contract will be a firm fixed price contract. Hoover Dam is located on the Colorado River, approximately 7 miles northeast of Boulder City, Nevada and 32 miles southeast of Las Vegas, Nevada in Clark County, Nevada and Mohave County, Arizona. Parker Dam is located on the California-Arizona border, 20 miles southeast of Lake Havasu City, Arizona. The Powerplant and offices are located on the California side of the Colorado River in San Bernardino County, California. Site visits will be held at both Hoover Dam and Parker Dam for all interested parties. The dates and times will be stated in the solicitation. Due to funding limitations and outage schedules, the number of elevators which can be modernized each year is limited. It is planned that three separate notice-to-proceeds (NTPs) will be issued over the entire contract performance period. The project performance is tentatively anticipated to begin in October 2015. It is contemplated that the overall contract performance period is 1,095 calendar days commencing upon the issuance of the first notice to proceed. The solicitation, in the form of a Request for Proposal, will be issued on or about April 15, 2015, with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will be posted to FedBizOpps at www.FedBizOpps.gov. Interested firms should register at FedConnect in order to download the solicitation documents. FedConnect is available via the internet at: https://www.fedconnect.net. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. All parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award.
