- Market Survey - Request for Information Gift Card Vendor U.S. Securities and Exchange Commission, Office of Acquisitions Operations Branch This is a Market Survey Request for Information for a Gift Card Program. The U.S. Securities and Exchange Commission is considering contracting for the services of a commercial Gift Card vendor to support the SECs employee recognition program. The gift cards will be used as an alternative method for the delivery of monetary awards that are currently being provided under the current award programs. Information is being sought from vendors that have developed an innovative and efficient approach to gift card delivery, selection and internal controls for administration of the program. The SEC will use the information submitted to develop the best approach for the solicitation for these services. There are approximately 4,500 total staff members in the SEC in Washington and 11 regional offices. OBJECTIVES When notified by the SEC, the Vendor will be able to provide nationally recognized gift cards in an effective and efficient manner, mechanism, and media directly to the employee or to the SEC for delivery through internal channels. Gift cards will have a value in the range of $25 to $150 dollars The vendor will have internal controls for reporting: o Who received the gift cards o Total dollar received o Who approved the card o Security of SEC personnel personal information from public disclosure o Program administrative cost Automated fulfillment (online), with live customer support available. Vendor Qualifications: Vendors shall have an established presence in the commercial nationally recognized gift card recognition program arena. Vendors shall be responsible to possess the necessary experience, support structure, facilities, qualified personnel, supplies and equipment necessary to support the gift card program. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. SAM Registration: Vendors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/SAM/#1 in order to receive government awards. If interested in being considered for this possible opportunity or other government opportunities, vendors should register in SAM at their earliest convenience. Interested vendors should submit a brief description to include the following information: Gift card delivery and administration Scope of offered program services Innovative and intuitive features for selection and ordering Nationally Recognized Gift card choices (e.g., Debit/Credit & Merchant Cards) Ease of Use Speed of Delivery Added Value Proposals Administrative Controls in place Companys experience in providing services Rules and Regulations associated with the use of the cards such as expiration dates, automatic reduction in the value or other similar restrictions Links to websites, demonstration videos, and customer satisfaction surveys Points-of-contacts at other federal agencies or companies that are regular users of your service NAICS Code(s) in which the vendor normally conducts business Any Socio-Economic or Small Business status Standard pricing structure, processing fees and identification of all costs to administer a program Cost to SEC to manage the offered service (e.g., devices, access fees, connectivity, postage, etc.) Indicate website hosting preferences, e.g., is the system hosted by the vendor or user.
